What are the responsibilities and job description for the Office Operations Manager position at TAP (Total Action for Progress)?

DEFINITION AND PURPOSE:
Coordinate and manage day to day operations for all TVW to include Events, Financial and Budget management processes and overall administrative duties. Manage intake and report submission for the office in a timely manner. Be responsible for purchasing, credit card check out, reconciliation of bills, and submission of payroll to finance. Maintain relationships with ONRAMP Project partners and facilitate activities across partner organizations.
ORGANIZATIONAL RELATIONSHIPS:
Supervised by: Assistant Director TVW
Supervises: Information Specialist, VA CARES Roanoke, WINGS staff and PSP workers in SVREC program
Coordinates with: All TAP components and staff, GWDB and United Way
RESPONSIBILITIES:
- Ensures the programs are operating in compliance with local, state, and federal regulations.
- Supports Program Managers on matters concerning budgets and other financial concerns.
- Maintains accurate documentation of program grants and budgets.
- Assists departments with internal auditing.
- Assists programs in improving grant implementation.
- Monitor and assist with maintenance of complete, up-to-date participant files.
- Provide information and referral services to participants and prospective participants.
- Manages TVW Events to include but not limited to TVW Graduation, TVW quarterly self-care events and holiday gatherings.
- Continuously assess the department processes for ways to improve the performance of TVW.
- Research and refer staff for training.
- On-boards TVW staff and interns including orientation, IT, parking, telephone, etc.
- Schedule and/or provide general office coverage.
- Compile program reports for review by other staff in time to meet established deadlines.
- Manage procurement of supplies, processing of payables, and sign-out and reconciliation of credit cards and their accounts.
- Maintain relationships with Onramp Project partners and facilitate activities across partner organizations to accomplish the goals of the Onramp Project.
- Maintain relationships with VA CARES and WINGS program staff and partners to accomplish the goals of the VA CARES and WINGS program.
- Coordinate the cross-agency Coordinated Referral System that will ensure clients enter the system in a supportive manner and that they are able to receive and connect with resources appropriate to their needs.
- Support the activities of the workforce center manager and other workforce staff as they relate to improving workforce system performance measurement as it relates to the employment and self-sufficiency outcomes of the target population.
- Participate in regular staff meetings to update partners on the progress of Onramp and encourage the utilization of the referral system.
- Represent TAP and This Valley Works in AJC meetings.
- Creates and maintains meeting schedules including board, advisory council, and staff.
- Collects and reviews of department-wide reports by other staff in time to meet established deadlines. (Includes CSBG, City of Roanoke, RHEC)
- Assist other managers, assistant directors, and the director with administrative functions.
- Attend all trainings and meetings required.
- Maintains TVW company vehicles.
- Perform other duties as assigned and required.

TRAINING, EDUCATION AND EXPERIENCE:
- College degree in business administration or equivalent experience.
- Experience in Non-profit financials or related.

SPECIAL REQUIREMENTS:
- Reliable transportation and a valid Virginia Operator’s license with a good driving record.
- TAP participates in the Virginia DMV Driver Alert Program. Employees who operate a TAP vehicle or their personal vehicle to conduct TAP business may be subject to driver record monitoring through the Virginia DMV Driver Alert Program.
- Able and willing travel when required.
- This position requires the individual to be in the field and must have contact with the office staff and supervisor therefore an agency issued cell phone is necessary.
- Must pass drug screening. Some positions require positive complete background screening including: criminal, sex offender and child protective services.
