What are the responsibilities and job description for the SR Civil Engineer - Development Review position at TAPPI?
Under limited supervision, the Senior Civil Engineer – Development Review leverages advanced civil engineering expertise to manage and contribute to various engineering projects. This role involves analyzing and interpreting complex engineering, construction, and planning documents to ensure compliance with Town regulations and street standards. Responsibilities include reviewing engineering plans, traffic impact studies, drainage studies, technical reports, plats, and development plans for accuracy and alignment with established standards. The Senior Civil Engineer – Development Review also coordinates projects with developers, contractors, other municipalities, districts, and Town staff as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following :
- Designs or oversees designs of town public works, community development and public facilities construction projects, including but not limited to : streets, intersections, bike facilities, sidewalks, storm water facilities, water and sewer lines, trails and park improvements; performs field measurements and assessments as required for the design and construction of Town construction projects; assists with the acquisition of easements and rights-of-way for Town construction projects.
- Evaluates proposals for annexation, site planning, plats, subdivision plans, landscape plans, trail plans, grading plans, utility plans, roadway plans, and other land use.
- Interprets, applies, and enforces the provisions of the Town’s engineering design standards adhering to applicable Federal, State, and local codes, laws, rules, regulations, specifications, standards, policies, and procedures.
- Recommends governmental measures affecting land use, community facilities, floodplain, and transportation to control and guide community development and urban renewal.
- Advises the town on matters related to engineering / surveying standards and practices.
- Coordinates engineering-related activities with other town departments and outside agencies; works closely with other departments in carrying out engineering functions for the town; participates with town staff and outside agencies in the review of development activities and town projects; provides staff support to the other town departments as needed and / or directed.
- Participates in negotiations, contract preparation, ROW procurement and meetings.
- Acts as the town liaison between other jurisdictions and authorities as determined by the Public Works Director.
- Assists with the selection and supervision of contracted professional engineers for specialized engineering work, such as geotechnical, stormwater and traffic professionals and assists with the administration of professional service contracts.
- Provides bid and proposal specifications for consultants and construction contracts.
- Participates in the long- and short-term planning activities of the town; makes recommendations to the Town Engineer and Public Works Director regarding engineering issues; makes regular reports to the Town Engineer and Public Works Director; reviews and prepares technical reports and studies; attends public meetings and provides recommendations and input; prepares presentation materials; represents the town in meetings with the public and other public entities.
- Reviews services related to town public works and maintenance related projects.
- Aids as needed relative to town planning efforts and special projects.
- Coordinates improvements and construction with related entities.
- Coordinates with all town utility providers relative to existing and future service.
- Provides service relative to annual budgets and cost estimates.
- Reviews and comments on Development Plans, Development Agreements (Subdivision Improvement and Reimbursement), Traffic Impact Studies, and Drainage Studies processed through the town.
- Reviews all grading and ROW crossing permits.
- Reviews building permit applications.
- Assists the Flood Plain Administrator.
- Assists with the traffic signal, signage, and stripping maintenance, operations, and construction throughout the town.
- Assists with the installation, repair, and maintenance of traffic signals and other traffic control devices as needed.
- Assists in the continued development of the town’s road and striping maintenance plan.
- Assists with the annual updates of HUTF / CDOT inventory.
- Provides monthly reports to the Town Engineer and Public Works Director on engineering activities and issues.
- Provides recommendations to the Town Engineer, Public Works Director, Planning Commission, and Town Council as required.
- Assists in annual budget preparation; monitors expenditures in the Engineering Division; determines equipment, consultants, personnel, and materials needs for the Engineering Division, assists with the preparation of the Town’s Capital Improvement Plan.
- Prepares town resolutions and town ordinances and Town Council communications as may be required.
- Attends all Town Council meetings and work sessions as required by the Public Works Director.
- Other duties may be assigned.
