Background:
NextGen is County Client Electronic Health Record (EHR) system. The discovery phase of this project is focused on eliciting and documenting requirements associated with the patient portal which provides access to visit summary, test results, treatment plan, Q&A, etc. Project Objectives / Discovery Scope
• Identify stakeholders and determine the project scope through elicitation of requirements from stakeholders within multiple programs within Public Health and Social Services.
• Collaborate with Communications (Client Website) to understand the timing of the new website (project dependency).
• Elicit, document, and coordinate/validate technical requirements/specification from both Information Services (IS) and NextGen.
• Understand regulatory and legal requirements from the County Attorney and Compliance offices; ensure project scope and requirements align with that guidance.
• Recommend an implementation strategy and timeline based on findings. Out-of- Scope
• Determination of how business groups will support patients/clients in portal access, navigation, and usage.

• Organizational change management readiness assessments and strategies (next phase)
Primary Responsibilities:
• Understands the business need, forecasted business benefits, electronic health record system and the role of the patient portal.
• Builds trust-based relationships with stakeholders.
• Collaborates with key stakeholders.
• Documents and prioritizes stakeholder requirements.
• Develops a Responsibilities Assignment Matrix (i.e., RACI).
• Develops a stakeholder register.
• Collaborates with Communications to understand website timeline and requirements.
• Elicits technical requirements and specifications from Information Services and NextGen staff.
• Collaborates with the vendor to identify application configuration requirements.
• Obtains approval from both the County Attorney and Compliance offices for requirements and scope.
• Recommends a build strategy and an implementation approach based on findings (e.g., requirements, stakeholder readiness, resource capacity, etc.).
• Logs and follows-through to disposition risks, action items, issues, and decisions.
• Develops and submits status reports.
• Other duties as assigned.

Mandatory Qualifications:
• B.S. or B.A. degree (4 year) (or Associates degree plus an additional 5 years’ experience)
• 5 years’ experience in working with multiple stakeholder groups to elicit, prioritize, and document requirements for a SaaS system
• Experience with NextGen patient or other EHR portal
• Experience with Smartsheets
• Experience as a Business Analyst in state, county, or city governments or healthcare sector
• CBAP, PMI-PBA, or other business analysis certification
