Summary

  • Acts as a Public Health Emergency Preparedness (PHEP) subject-matter expert and works in coordination with businesses and organizations to conduct community outreach and education to increase awareness of PHEP in the community.  

  • Oversees the safety warden program including developing and revising safety plans, training safety wardens, and completing After-Action Reports (AARs).  

  • Maintains Health Alert Network (HAN) database.

Essential Duties and Responsibilities

  1. Acts as a Public Health Emergency Preparedness (PHEP) subject-matter expert.   Develops PHEP presentations and conducts community outreach and education for organizations including but not limited to faith-based, corporate, educational, housing, vulnerable population, civic, and social groups.
  2. Attends health fairs and other community events to raise awareness of PHEP and promote personal preparedness in the community.
  3. Oversees the safety warden program including developing and revising safety plans, training safety wardens, and completing After-Action Reports (AARs).
  4. Tracks PHEP inventory for audit purposes.
  5. Develops schedule for conducting safety-related drills (e.g. fire, tornado, active shooter, etc.) and creates After-Action Reports (AARs).
  6. Supports Medical Reserve Corps (MRC) events including set-up and take down of health fairs, exercises, and drills.
  7. Collaborates with TCPH warehouse staff to coordinate logistical support for PHEP exercises, drills, and emergency-response operations.
  8. Maintains PHEP radio communications including writing and revising communication plan, maintaining communication equipment, and conducting and facilitating training.
  9. Maintains TCPH Health Alert Network (HAN) database and sends HAN alerts as needed.
  10. Performs all other duties as assigned.

Minimum Requirements

TO APPLY, must have a Bachelor’s degree or higher  two (2) full-time years' experience in public health emergency preparedness, emergency management, public health, or community outreach.
OR

, must have an Associate's degree  four (4) full-time years' experience in public health emergency preparedness, emergency management, public health, or community outreach. 
OR
TO APPLY, must have a High School diploma or GED  six (6) full-time years' experience in public health emergency preparedness, emergency management, public health, or community outreach. 

  • Possess HAM Radio Technician license or obtain within six (6) months of hire. 

  • Ability to establish and maintain effective working relationships with internal departments and external community partners.  

  • Knowledge of emergency preparedness and response.  

  • Ability to develop and coordinate trainings.  

  • Must have the ability to work well in a team environment as well as independently.  

  • Ability to communicate effectively with people from diverse socioeconomic and professional backgrounds on all levels including one-on-one and group settings.  

  • Must be organized, have attention to detail, and be able to multitask and work under pressure.  

  • Must be proficient in database management and have the ability to extract and analyze data to generate reports.  

  • Must be proficient in Microsoft programs including word processing, spreadsheet, and presentation software. 

  • Must be able to work a flexible schedule including weekends.


Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past Seven years and may include credit reports, motor vehicle records, employment records and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually.

While performing the duties of this position, the incumbent is regularly required to sit, stand, walk, bend, stoop, climb, lift, push and pull.
