BACKGROUND
The On Site Supervisor will support and oversee technical and administrative contract services for the USCG National Maritime Center (NMC)’s Mariner Credentialing Program (MCP).
This is a full-time contract role located at National Maritime Center, 100 Forbes Drive, Martinsburg, WV. Benefits are available for this position.
TASKS
- Serves as the primary liaison between the Contracting Officer (CO), Contracting Officer’s Representative (COR), and contractor personnel.
- Ensures all contract deliverables, schedules, and performance objectives are met.
- Provides daily supervision of contract employees to ensure proper workflow management.
- Conducts regular briefings and meetings with the COR and contract staff to address concerns, assess performance, and optimize productivity.
- Monitors employee attendance, work schedules, and overall compliance with contractual work hours.
- Oversees daily task assignments across the Merchant Mariner Credentialing Program (MCP) functions, including: Mail processing and shipping/receiving operations; Processing credential applications and records management; Database administration and system support; Technical writing and documentation updates; Website management, graphics design, and training support.
- Establishes workflow efficiencies by redistributing staff when there are backlogs or high-volume areas.
- Conducts Quality Assurance (QA) reviews to ensure tasks meet the required accuracy and efficiency standards.
- Ensures zero-error data entry processing for the Merchant Mariner Licensing and Documentation System (MMLD).
- Implements continuous process improvements to increase efficiency and reduce processing times.
QUALIFICATIONS
- U.S. Citizen
- Bachelor’s degree in Business Administration, Management, Engineering, Information Systems, or a related field is preferred.
- Have a minimum of five (5) years of supervisory experience working with ISO 9001 quality standards systems (QSS) or equivalent quality system.
- Experience with Merchant Mariner Licensing and Documentation System (MMLD) or similar government databases.
- Experience managing government contracts and leading cross-functional teams.
- Proven track record of coordinating personnel, workflows, and process improvements in a structured environment.
- Strong customer service and communication skills, with the ability to interface with government personnel, vendors, and contract employees.
- Previous experience with the U.S. Coast Guard National Maritime Center is preferred.
