T C Construction Company, Inc., a leader in the construction industry, is seeking a Labor Compliance Clerk to ensure compliance with state, federal, and local payroll requirements, including California DIR, Davis-Bacon laws, and municipal agency programs like the City of San Diego's prevailing wage program.
Key Responsibilities:
- Certified Payroll Reporting: Review and monitor subcontractor’s Certified Payroll Reports using Emars, Prism, and other related platforms.
- Documentation Management: Maintain accurate and detailed records of payroll data, including subcontractor’s payroll records, employer training fund contributions, and other prevailing wage documents all to determine compliance with applicable rules and regulations.
- Compliance Oversight: Ensure strict adherence to labor compliance requirements for public works projects, including fringe benefit tracking and reporting.
- Auditing and Problem-Solving: Conduct internal audits to verify compliance, address discrepancies, and resolve issues promptly with minimal disruption.
- Communication: Collaborate with project managers, subcontractors, and government agencies to ensure all parties meet prevailing wage requirements.
- Policy Updates: Stay informed about changes in prevailing wage laws and compliance standards to ensure continuous adherence.
- Contracts: Cross-training with contracts, work directly with PM’s helping them issue subcontracts as well as all compliance documents.
What We’re Looking For:
- Attention to Detail: Exceptional accuracy and thoroughness in managing payroll records and compliance reports.
- Mathematical Proficiency: Strong skills in arithmetic and basic accounting principles to verify and analyze data.
- Organizational Skills: Proven ability to manage multiple tasks, meet deadlines, and maintain order in a fast-paced environment.
- Experience: 1 years of experience in certified payroll, labor compliance, or related roles in the construction industry.
- Knowledge: In-depth understanding of:
- California Department of Industrial Relations (DIR) prevailing wage laws.
- Davis-Bacon Act requirements for federally funded projects.
- Municipal agency prevailing wage programs, including the City of San Diego.
- Tech Savvy: Proficiency in compliance software (e.g., Emars, Prism, or LCPtracker) and Microsoft Office Suite (especially Excel).
- Communication: Strong verbal and written communication skills for interacting with stakeholders and preparing reports.
- Education: High school diploma or equivalent; additional certifications in payroll or labor compliance are a plus.
