The opportunity
Our US Engineering team is evolving to meet the needs of our growing business and we are expanding our presence in Charleston, WV, Washington, PA or Sugar Grove, OH.
We are seeking a driven Pipeline Project Engineer who has knowledge and experience in the execution of engineering and design activities. The Project Engineer acts as the technical advisor to the Project Manager in all project phases, from prospecting to operation. The Project Engineer is also responsible for scope development, initiating material procurement and engineering contractor oversight throughout the project life-cycle to maximize benefit, minimize cost and reduce risks.
What you'll do
Conduct initial project feasibility studies, cost estimating, project risk analysis, and conceptual, preliminary and detail design work in support of natural gas projects
Secure engineering contractor(s) through selection process, contract development and award
Oversee 3rd party engineering to ensure work is executed and managed in accordance with approved plans, contracts, schedules and budgets
Perform engineering calculations and designs in collaboration with internal Drafting and Design team
Plan and coordinate engagement of internal stakeholders including operations and engineering to provide input to and review of engineering deliverables
Collaborate and provide engineering support to Project Stakeholders (Land, Environmental, Air, Operations, Technical Services Engineering, etc.)
Facilitate project design reviews with Project Stakeholders during FEED and detailed engineering
Review engineering contractor invoices and change order requests
Schedule and participate in meetings to discuss Process Hazard Analysis (PHA)
Provide procurement support to include:Engineering & Material Procurement Plan,Material Requisition package review and approval, Technical and Commercial bid tab review and approval, Qualification of suppliers
Work with project controls to update engineering and material monthly forecasts
Lead the resolution of technical/engineering issues during detailed engineering, construction and commissioning, including information requests and needs
Technically support resolution of Non-Conformances generated during engineering, procurement of material, construction and commissioning
Review and approve pressure testing documentation
Manage the workflow between TC Energy and external consultants
Track key engineering deliverables and adjust engineering plans and/or resources to meet the needs of customers; responsible for reporting status to project management and making corrective actions as needed
Identify changes and support management of change process to ensure integrity is maintained throughout the design development process
Identify and document opportunities for improvement as lessons learned throughout the design development process
Work collaboratively with other project groups to share and implement best practices
Contribute to the continual improvement of the company's project management tools and processes.
Minimum Qualifications
Bachelor's Degree in Engineering (Mechanical, Civil, or related technical field)
4-8 years of experience natural gas pipeline industry experience, with demonstrable experience in Project Engineering or Construction Management
Knowledge of applicable natural gas industry construction practices, FERC and agency requirements
Knowledge of engineering design standards and applicable natural gas industry codes and regulations; must stay current on technology, industry standards and material
Ability to read and understand technical documents including information on new management concepts and new technology
Understands concepts of asset lifecycle management, system reliability and gas transmission operations
Project Engineering or Construction Management skills
Experience in the design and execution of Pipeline Integrity (PI) projects (Class Changes, Geotechnical, Installation/Modification of Pig Launchers/Receivers, etc.) and other pipeline maintenance and modernization projects.
Preferred Qualifications
8-12 years of experience natural gas pipeline industry experience, with demonstrable experience in Project Engineering or Construction Management
Effective stakeholder management skills
Team development skills with change management experience; accepts change with grace and understands change principles
Ability to recognize and evaluate risks, hazards, losses and prevent conflicts between activities
Analytical, communication, facilitation and negotiation skills are needed
Ability to travel within North America as needed to support job function
Leadership skills; ability to create a vision, clearly communicate direction and drive to goal completion
Understands and expresses complex and sensitive concepts clearly, correctly and in a well-organized form
Skilled in the areas of team facilitation, collaboration, negotiation and influencing, process mapping, problem solving and creative solutions
Ability to recognize strategic implications of problems and issues.
