What are the responsibilities and job description for the OCONUS Deputy Program Manager (Elizabeth City/Saudi Arabia) position at TCOM, L.P.?
In coordination with the TCOM CONUS Program Management Office (PMO), will support the OCONUS Program Manager (PM) in all OCONUS phases of TCOM’s operations in Saudi Arabia. The OCONUS Deputy Program Manager (DPM) will reside in Saudi Arabia. Phases will include, but not be limited to, supporting the OCONUS PM in the creation of standard operating procedures (SOPs) in compliance with TCOM-established policies, regional policies, and local laws, and management of OCONUS and local staff, building of relationships with the End User, oversight of in-country partners/subcontractors to ensure the execution of TCOM’s projects in accordance with established timelines, budget tracking, and quality control metrics, as well as the reporting of project status to the TCOM OCONUS PM.

The OCONUS DPM will assume a support role for the OCONUS activities associated with TCOM individual programs. Tasks to be performed include all aspects of the Program Management Body of Knowledge working with the OCONUS PM to support the CONUS PMO in ensuring delivery and End User acceptance of TCOM products and services which meet contractual performance requirements, on schedule, and within the costs allocated from the purchase price.
The OCONUS DPM is responsible for supporting the OCONUS PM in the management, operations, and maintenance of all functioning OCONUS sites supporting full program documents to include, local program budgets, spend plans, in-country partner(s) Statement of Work(s), Work Breakdown Structure and dictionary, Organizational Breakdown Structures and Schedules. The OCONUS DPM will master overall program milestones and monitor adherence to master plans and schedules associated with the in-country tasks. The OCONUS DPM will work with the OCONUS PM to identify program problems and/or risks, develop options to resolve, and coordinate mediation solutions.
The DPM will function as the primary point of contact for the OCONUS operational site leads and lead field support representative (FSR) and develop and maintain a close relationship with the end user and in-country partners/subcontractors. The OCONUS DPM will support in obtaining end user acceptance of deliverable products and services. The candidate may be required to utilize Earned Value Management Systems (EVMS) to track and manage in-country labor, material, travel, and other direct costs.

Education Requirement: Associate or bachelor’s degree in a technical and/or Business Management discipline.
Experience Requirement: A minimum of five years’ experience in program management and at least two years’ experience on overseas program management assignments. Experience within a defense/aerospace industry on commercial and/or Foreign Military Sale (FMS) contracts in foreign nations. Must possess an Active U.S. DoD SECRET clearance. Must be willing to reside internationally. Must possess excellent verbal/written communication and analytical skills and be able to work under pressure with multiple deadlines. Foreign language skills preferred, specifically Arabic.
