Position Summary : Under the direction of the Chief of Staff and Senior Director, Leadership, Training, and Knowledge Management (LTKM), and with input from the Executive Deputy Counsel for Special Education Case Management, the Agency Attorney supports the robust training and knowledge management initiatives of the Office of General Counsel (OGC). This includes developing training materials, providing training support, and ensuring compliance with the LV et al versus NYC Department of Education order, particularly in the areas of Special Education Case Management, Litigation, and Administrative Processes.

This role also focuses on building training materials and providing support for OGC practice areas, including, Labor and Employment, Commercial and Contracts, Administrative Trials, Teacher Performance, Civil Rights and Litigation, Privacy and Data Security, and Freedom of Information.

The position supports the legal training requirements pursuant to LV et al versus NYC Department of Education and ensures compliance with Continuing Legal Education (CLE) certification standards. Performs related work.

Key Relationships : General Counsel's Executive Leadership Team, Senior Staff, internal stakeholders (e.g., Impartial Hearing Order : Implementation Unit, Special Education Litigation, Office of Pupil Transportation, Office of Student Health, and the Division of Inclusive and Accessible Learning), New York City Courts and Boards, and external training providers.

Responsibilities

Leadership and Training Development

  • Collaborate with senior leadership to define and prioritize leadership development and training needs.
  • Develop and promote a culture within OGC that values effective leadership, collaboration, and continuous learning.
  • Ensure training programs cover relevant legal issues, NYCPS policies, procedures, and applicable federal, state, and local laws.
  • Design and implement innovative training methods, including workshops, e-learning modules, and scenario-based learning, to address emerging legal and policy challenges.
  • Deliver in-person and virtual training sessions on complex legal topics, ensuring accessibility and engagement for diverse audiences.
  • Develop training content and systems to support the LV et al versus NYC DOE order, specifically for personnel implementing impartial hearing orders.

LV et al Compliance and System Implementation

  • Support the Impartial Hearing Order : Implementation Unit, Special Education Litigation, Office of Pupil Transportation, Office of Student Health, and the Division of Inclusive and Accessible Learning in meeting impartial hearing order implementation requirements.
  • Establish and maintain systems and records to ensure the timely authorization, documentation, and fulfillment of special education services under impartial hearing orders.
  • Knowledge Management and Program Oversight

  • Maintain a robust knowledge management system, including templates, legal strategies, and other resources to promote best practices across OGC.
  • Monitor and interpret new laws, regulations, and court decisions to ensure timely updates to training content and policies.
  • Establish and maintain records of training completion; evaluate program effectiveness through surveys and performance metrics.
  • Compliance and CLE Certification

  • Work with NYC Courts and Boards to maintain CLE-accredited provider status and ensure training content meets certification requirements.
  • Monitor compliance with training requirements pursuant to LV et al versus NYC DOE, ensuring personnel associated with impartial hearing orders are trained effectively.
  • Interagency and Stakeholder Engagement

  • Serve as an agency liaison for legal education and training, representing OGC in interagency working groups and conferences.
  • Collaborate with internal stakeholders, including practice area attorneys, to align training programs with organizational goals.
  • Leadership Development and Administrative Support

  • Support the Chief of Staff and Senior Director with strategic initiatives to enhance the professional growth of OGC personnel.
  • Prepare reports and briefings on training program outcomes and legal developments for OGC leadership.
  • Assist with managing training budgets, contracts, and agreements with external providers
  • In addition to the duties and responsibilities described above, may also :

  • Perform in-depth legal research and legal analyses on critical issues for the NYCPS.
  • Support major class actions and policy initiatives.
  • Qualification Requirements :

    Minimum

  • Admission to the New York State Bar; and either 2 or 3 below.
  • One year of satisfactory United States legal experience subsequent to admission to any state bar; or
  • Six months of satisfactory service as an Agency Attorney Intern (30086).
  • NOTE : To be assigned to AL III candidates must have two years of experience in Assignment Levels I

    and / or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of

    law related to the assignment.

    Selected candidates must remain members of the New York State Bar in good standing for the duration of their employment.

  • Salary : $ 106,607 - $111,107

    Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
