Job Summary

The Georgia Department of Education – Office of State Schools are recruiting for the position of Assistant Director for Outreach Services, which oversees the state-wide Early Intervention program for children who are Deaf/Hard of Hearing, Blind/Visually Impaired, and with multiple disabilities (Georgia PINES). Oversees a diverse range of support, operational, and programmatic activities for a department, agency or facility. Recommends and implements policies and procedures. Provides leadership to subordinate managers and staff.

Job responsibilities include, but are not limited to:

Description of Duties

·       Manage services for early intervention for families of young children with a diagnosed vision impairment, deaf blindness, who are deaf or hard of hearing, and with multiple disabilities

·       Manage contractors for Outreach Services

·       Evaluate the quality of service delivery of the INSITE, VIISA, SKI-HI, EHOS, EVOS, and other Early Intervention programs of Georgia PINES and family services

·       Coordinate Georgia PINES’ accountability efforts via establishing and monitoring progress toward programmatic goals

·       Develop systems for effective program planning, management, and evaluation

·       Provide effective program planning and evaluation

·       Ensure effective fiscal management of the Georgia PINES budget

·       Oversee contract processes and timelines for the program

·       Communicate regularly with State Schools leadership staff, GaDOE staff, LEAs, and other outside agency personnel in the field of early intervention, implementation, program plans and policies 

·       Make recommendations for changes and improvements based on research and evaluation data

·       Oversee the organization and presentation of ongoing trainings for new and established service providers

·       Organizes and conducts meetings with staff

·       Conduct annual program staff performance evaluations 

·      Presents at educational conferences and workshops

·       Communicate correct and accurate interpretation of laws, regulations, instructions, and policies

**Some statewide travel is required.

Note: Georgia PINES’ Office is located at the Atlanta Area School for the Deaf in Clarkston, GA

 Preferred Qualifications

Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following:

  • Georgia Certification in Education Leadership, or other related Leadership Certification/Experience
  • Master’s degree or higher in D/HH, VI, special education, education administration, or related field
  • Excellent interpersonal and communication skills
  • Knowledge of state and federal guidelines for special education, including the Individuals with Disabilities in Education Act, the National Agenda for the Education of Children and Youths with Visual Impairments including those with Multiple Disabilities, the National Agenda for Deaf and Hard of Hearing Students, and the Deaf Child’s Bill of Rights Act of Georgia
  • Knowledge of the Georgia Early Learning and Development Standards (GELDS), Early Hearing Detection and Intervention (EHDI) and/or SKI-HI Institute (Utah State University).
  •  Previous training in any of the SKI-HI Curriculum models (INSITE, VIISA, SKI-HI, Deaf Mentor)
  •  Experience with developing/implementing the current policies and procedures of Georgia PINES’ home-based, family-focused early intervention program.
  • Knowledge of varying perspectives around language modality for young children who are Deaf/Hard of Hearing
  • Monitor compliance with IDEA regulationsExperience with developing policies and procedures
  • Ability to communicate effectively with Deaf staff and stakeholders using American Sign Language (ASL)
  • Advanced computer skills (Word, Excel, PowerPoint, Canva, Zoom/Teams, Shared File platforms, etc.

Bachelor's degree in operations management, business administration, or a related field which includes five (5) years in a managerial or supervisory role; or nine (9) years of related professional experience which includes five (5) years in a managerial or supervisory role; or five (5) years of experience required at the lower level Sr Mgr, Business Ops (GSM012) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
