General Description:

DCA is seeking a Federal Compliance and Reporting Specialist for its Community Finance team. This position is responsible for major elements of compliance and reporting, such as: preparing the CDBG portion of the Consolidated Plan, Annual Action Plan, Assessment of Fair Housing and CAPER (collectively referred to as the Consolidated Planning Process), reviewing requests for release of funds, preparing recurring financial reporting, reviewing local government’s annual audits, and processing requests related to Davis-Bacon and Related Acts compliance.

*This position is a Section 3 Covered Position under the HUD Act of 1968, and Section 3 residents are encouraged to apply.

Knowledge, Skills, & Abilities:

  • Knowledge of federal or state community or economic development programs
  • Knowledge of grant and loan servicing, and federal or state community or economic development financing programs
  • Skill in the use of personal computers and related software applications
  • Skill in organizing resources and establishing priorities
  • Skill in understanding and interpreting written material and expressing ideas convincingly and succinctly
  • Skill in decision-making and self-direction
  • Skill in oral and written communication
  • Ability to examine audited financial statements for compliance with the reporting requirements of 2 CFR Part 200, Subpart F and Georgia’s Local Government Audit Act
  • Ability to apply knowledge of the requirements, regulations, and policies in the field
  • Ability to establish and maintain effective working relationships with other employees
  • Ability to gather data, compile information, and prepare reports
  • Ability to manage multiple tasks

Agency Specific Minimum Qualifications:

Master’s degree in Business Administration, Public Administration, Community Development or a directly related field AND One year of experience in community and/or economic development

OR

Bachelor’s degree AND Two years of experience in community and/or economic development

At the discretion of DCA, education may be substituted for experience, and experience may be substituted for education. 

Position Requirements:

Job candidate for this position will be subject to a criminal background check, educational degree check, and reference checks prior to the extension of a job offer.

Preferred Qualifications:

Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:

  • Experience evaluating and scoring CDBG/federal grant applications
  • Experience with cross-cutting federal requirements, such as: National Environmental Policy Act and Davis-Bacon & Related Acts
  • Experience creating and delivering technical presentations associated with federal compliance matters for grant applications and/or grant awards 
  • Substantive experience in community development projects
  • Experience reporting on compliance activities, potential compliance problems, with recommended solutions
  • Experience with database entry into systems such as IDIS 

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as a hybrid (part in-office and part remote/Telework) position.  This position is full time (40 hours per week) and may require occasional overtime.  Local periodic travel may be required. 

 

Physical / Sensory requirements:

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.

Must be able to remain in a stationary position 50% of the time.

Must be able to perform office related duties.

Must be able to operate office equipment.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.

Must be able to perform essential job functions, with or without reasonable accommodations.

Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.

Must maintain punctuality and attendance as scheduled.

Additional Information

Salary : $60,000 - $65,000
