BASIC JOB SUMMARY:
The overall purpose of this job is to direct and coordinate all functions related to the Billing Operations Department. The person in this position must be familiar with accounting principles, concepts, practices, and procedures. This job requires familiarity with the telecommunication industry and Company concepts, practices, and procedures. Successful use of a wide degree of creativity and latitude is expected.
The Billing Manager is expected to adhere to regulations, Company policies, and values, and to represent themselves and the Company in a positive and productive manner.
Adherence to all standard operating procedures, safe work practices as found in the TEC Safety Handbook, and OSHA guidelines is essential to promote safety of all employees.
ESSENTIAL JOB FUNCTIONS:

- Occasional travel for Company related work using a personal vehicle or a company vehicle, therefore, a valid personal driver’s license and adequate insurance coverage on the personal vehicle is required at all times
- Manage the day-to-day initiatives of the Billing Operations staff, which includes setting departmental and individual goals, as well as facilitating and implementing changes in the Billing Operations Department
- Provide reports to both internal and external personnel from billing database
- Ensure that subscriber bills have met all the approval requirements and are accurate before they are mailed to customers
- Establish and ensure the adherence to regulations, policies, procedures, and internal controls regarding Billing processes
- Responsible for hiring, training, and developing qualified billing staff
- Prepare development plans, policies, and procedures for the staff, as needed
- Counsel, coach, develop, and terminate staff as deemed necessary in conjunction with Human Resources
- Coordinate billing issues among telephone companies, TEC Corporate, TEC of Jackson (TJX), and the billing vendor
- Responsible for Directory Co-ordination with publishing company for telephone companies
- Responsible for supervision of local number portability including communicating with TEC companies, cellular service providers, and porting requests; monthly porting billing; and weekly reporting to management
- Supervise ONLINE payment collection and validation

Job qualifications:
Education/Experience – High school diploma or GED is required. A college degree in an accounting is preferred.
Five (5) plus years of accounting/billing experience preferred. A minimum of three (3) years of management experience or proven leadership is required.
Knowledge/Skills/Abilities - This position requires attention to detail, excellent computer skills, organizational skills, clerical skills including keyboard proficiency, and efficient, professional written and verbal communication skills. Advanced knowledge and ability to work with TEC’s operation
systems such as for billing, word processing, spreadsheet, and presentations is expected.
