Job Summary:
The IT Purchasing Analyst will be responsible for executing procurement functions for IT goods and services while ensuring compliance with established procurement policies and procedures. This role involves managing electronic procurement requests, analyzing vendor quotes and bids, preparing contract documents, and maintaining vendor relationships. The ideal candidate will have experience in government procurement, contract negotiations, and vendor management.
Key Responsibilities:
- Process and manage IT procurement requests through the Procurement Service Desk.
- Select appropriate procurement methods and ensure adherence to VPPA, APSPM, and agency policies.
- Work with end users to evaluate purchase requests, obtain accurate specifications, and ensure maximum competition.
- Facilitate pre-bid/pre-proposal conferences with vendors and stakeholders.
- Analyze and evaluate quotes, bids, and proposals to ensure proper contract awards.
- Prepare clear and concise contract documents for IT-related procurements.
- Reconcile vendor inquiries and discrepancies related to purchases.
- Provide excellent customer service while working with internal and external stakeholders.
