Position Description:
As an SME IT Project Manager, you will be responsible for leading and overseeing the planning, execution, and delivery of IT projects within scope, budget, and timeline. This role combines deep subject matter expertise with project management skills to guide cross-functional teams and ensure the successful implementation of technology solutions aligned with business goals. This position manages complex projects from planning through delivery, and liaises between project members, cross-functional teams, external vendors, and other stakeholders to ensure deliverables, requirements, schedules, cost, and meeting plans are communicated in support for the client.
Primary Responsibilities:
- Responsible for overseeing all aspects of the development and implementation of assigned multi-agency or enterprise-level projects, obtains authorization and commitment, and demonstrates business needs and project feasibility.
- Serve as a single point of contact for these projects and act as the SME Project Manager under the Senior Program Manager and the Government project manager leads.
- Plan project stages, define project scope and objectives, and initiate, manage, and monitor progress to meet deadlines, standards, and cost targets.
- Assess business implications for each stage of the various projects, taking them from original concept through final implementation.
- Develop detailed work plans, schedules, project estimates, resource plans, and status reports.
- Conduct project meetings and be responsible for project tracking and analysis including documentation, briefings, statements, spreadsheets, reports, and conducts tracking and analysis.
- Interface with all areas affected by the project, including end users, computer services, and client services at all audience levels, from the user to the Commanding General.
- Lead, guide and provide technical and analytical guidance while liaising between business and technical aspects of projects to the project team and technical staff.
- Recommend and take action to direct the analysis and solutions of problems.
Typical Responsibilities / Tasks:
- Manage IT projects and programs that will vary and include large- and small-scale Military Construction (MILCON) projects, IT enterprise services projects, IT communications / networking projects, software and hardware upgrade projects.
- Manage complex project and program plans and schedule, provide technical advice on critical paths and establish milestone development.
- Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments.
- Develops project controls and risk management procedures.
- Manage the integration of vendor tasks, track, and review vendor deliverables to ensure adherence to quality standards of project deliverables.
- Establishes key metrics and KPIs that will measure progress towards achieving PM Branch’s program and project goals.
- CONUS and OCONUS travel may be required.

- Army experience highly preferred.
- Master’s Degree
- Additional ITIL, ITSM, Agile, SCRUM, Structured Cabling, Network, or Systems Certifications Registered Communications Distribution Designer (RCDD) preferred.
- Power BI experience and capability
- SharePoint development experience
- Firm understanding of Federal appropriations process and POM cycle
