The Program Manager leads and oversees major NAVSEA programs, ensuring successful execution throughout the program lifecycle. This position coordinates cross-functional teams, manages program resources, tracks program performance, mitigates risks, and ensures all deliverables meet quality standards and customer requirements. The Program Manager serves as the primary point of contact with government stakeholders and is accountable for overall program success.
This position is contingent upon contract award. Employment will be subject to TSI securing the contract.
ESSENTIAL FUNCTIONS
- Lead and manage major NAVSEA programs, overseeing all aspects of program execution
- Develop and maintain program schedules, ensuring milestones are met on time and within budget
- Prepare and update program documentation, including Risk Management Plans, Configuration Management Plans, and Process Improvement Plans
- Monitor program performance against established metrics and take corrective action when necessary
- Lead program review meetings with stakeholders and ensure proper documentation of decisions and action items
- Manage program resources, including personnel, budget, and equipment
- Identify, assess, and mitigate program risks through proactive risk management strategies
- Coordinate with functional teams to ensure technical requirements are understood and implemented
- Establish and maintain effective relationships with government customers and stakeholders
- Develop and communicate program status reports to management and customers
- Ensure compliance with all applicable government regulations and contract requirements
- Lead proposal development efforts for new business opportunities
- Mentor junior staff and guide program management best practices
Education:
Bachelor's level degree in technical or managerial discipline; advanced degree preferred
Experience:
- Seven (7) years or more of program management-related experience
- Experience managing major NAVSEA programs (or DOD equivalent programs)
- Seven (7) years or more of experience maintaining program schedules; preparing and updating plans (e.g., Risk Management Plans, Configuration Management Plans, Process Improvement Plans); reviewing program documents; attending program reviews
Required Skills:
- Strong knowledge of DoD/Navy acquisition processes and program management methodologies
- Experience with Earned Value Management (EVM) principles and practices
- Proficiency in program scheduling tools (e.g., Microsoft Project, Primavera)
- Excellent leadership and team management abilities
- Strong problem-solving and decision-making skills
- Superior communication skills, both written and verbal
- Ability to manage multiple priorities in a fast-paced environment
- Microsoft Office Suite proficiency
- Experience with risk management and mitigation strategies
- Strong customer relationship management skills
Desired Skills:
- Project Management Professional (PMP) certification
- Experience with Agile or hybrid program management methodologies
- Defense Acquisition Workforce Improvement Act (DAWIA) certification
- Knowledge of systems engineering principles
- Experience with government contracting and proposal development
- Background in naval systems or technologies
- Prior military experience, particularly Navy
- Experience with financial management of government programs
