Position: Sr. Business Analyst with State experience

Duration: 6 months

Location: Saint Paul, MN (Work location will be 390 Roberts St., and it will be a hybrid position with 1-2 days in office)

Responsibilities:

• Meet regularly with business partners to document current technology needs, gaps, and issues, and help strategize plans for future changes to technology.
• Analyze business processes and perform business process mapping unit to support or facilitate changes in how technology is utilized.
• Assist with technology strategic planning and ensure alignment with department, divisional, and Council-wide strategic plans.
• Contribute to IS Service delivery, ensuring all systems and interfaces are documented.
• Perform functional and non-functional requirement elicitation activities for projects and initiatives, developing standardized use cases and user stories which can be utilized by implementation teams.
• Analyze business processes and procedures to recommend best practices for improving business processes through information systems.
• Analyze various business processes within a unit to facilitate change to leverage use of computer system capability.
• Write training documentation, create, and provide live end user training.
• Analyze new or proposed IT services.
• Perform special projects and other duties as assigned.
• Develop and act upon change management plans.

Other duties and responsibilities:

• Intermediate computer skills in Azure DevOps or GitHub, word processing, complex spreadsheets, graphics presentations and database management required (Word, Excel, Access and Power Point).
• Ability to read, analyze and interpret professional journals, technical procedures and government regulations. Ability to effectively present information and respond to questions from groups of customers or clients.
• Requires the skill to provide basic client services to the public and other agencies within the organization. Requires tact, courtesy and cooperation in dealings with others where the primary purpose is the exchange of information. • ITIL 4 Certification.
• IIBA Certification (CBAP).

Years of experience in Position Title

• Minimum of 8-10 years of experience in a Business Analyst position or equivalent

Certification(s)

• ITIL 4 Certification.
• IIBA Certification (CBAP)

Level of Education

• 2-4 year degree

Experience

• Preferred experience with transit fare-collection processes and software such as Cubic.
• Experience with Azure, DevOps and/or GitHub, word processing, complex spreadsheets, graphics presentations and database management (Word, Excel, Access and PowerPoint)

Training

• Ability to write training documentation, create, and provide live end user training

Analysis

• Ability to analyze new or proposed IT services
• Experience providing analysis for IT Operations, Infrastructure, and/or Application Development

Change Management

• Should have the ability to develop and act upon change management plans

Basics Skills

Work Environment

• Working independently and/or in a team environment may be required for some engagements. Hybrid telework/office setting work environment.
