Job Description:
To provide a Technical Lead ("Consultant") who has considerable experience in leading software system development projects and software development lifecycle (SDLC) practices, to design, develop, and implement the Data Maintenance Platform Design for Citywide Street Centerline System. The ideal candidate will lead the system development effort to build and maintain ArcGIS Pro-integrated data maintenance platform and extending native editing features to support the agency goals to modernize the maintenance management system. This role requires deep expertise in ESRI tools and technologies, strong programming skills, and proficiency in database management. The candidate will collaborate with stakeholders, guide a team of developers, and oversee the integration and implementation of geographic data system solutions to enhance decision-making and operational efficiency.
SCOPE OF SERVICES
- Lead the design, development, and deployment of innovative GIS solutions to meet organizational needs.
- Collaborate with stakeholders to gather requirements and ensure alignment with business objectives.
- Integrate GIS applications and data with enterprise systems, improving operational workflows and data accessibility.
- Manage a team System Developers and ETL Developers, providing technical guidance and mentoring.
- Design, develop, and enhance ESRI ArcGIS Pro-based applications and custom extensions for spatial data editing of linear and point features.
- Implement custom tools, scripts, and workflows in ArcGIS Pro to optimize GIS data editing, analysis, and visualization.
- Maintain and improve existing GIS systems to ensure reliability and performance.
- Manage, process, and analyze spatial data from diverse sources.
- Ensure the integrity and accuracy of GIS datasets, including performing data conversions, quality assurance, and updates.
- Optimize spatial databases and file geodatabases for performance and usability.
- Develop integration solutions for GIS systems with enterprise platforms or third-party tools.
- Automate repetitive GIS workflows using Python (ArcPy), Arcade, ModelBuilder, or similar tools.
- Create and maintain technical documentation, including system designs, workflows, and user guides.
- Ensure solutions comply with industry best practices, standards, and security protocols.
- Monitor and optimize the performance of GIS and Geosupport systems and applications.
- Prepare documentation and conduct knowledge transition to support adoption across the organization and other city agencies.
REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE Note: candidates who do not have the required skills will not be considered
The selected candidate must have a minimum of 4 years' experience as described in "Attachment 2 City Labor Category Description" for Programmer 2.
- Bachelor's degree in Computer Science, Information Systems, Geographic Information Systems (GIS), or a related field.
- Minimum of 8 years of experience in ArcGIS Pro-based GIS solution design and development.
- Proven ability to lead cross-functional teams and deliver projects on time and within the scope.
- Demonstrated proficiency with ESRI product suite, including ArcGIS Pro, ArcGIS Enterprise (Server, Portal, SDE DataStore), ArcGIS Desktop, ArcGIS Online, and ArcMap.
- Demonstrated experience working with geospatial data types in Microsoft SQL Server, Oracle/Oracle Spatial, and PostgreSQL/PostGIS databases.
- Hands-on development experience with Python, ArcPy, Arcade, and Model Builder to create/extend editing tools in ArcGIS Pro.
- Experience with MS-SQL Server, PostgreSQL, Oracle, and/or other geospatial databases.
- Familiarity with ArcGIS Online capabilities and GIS application development.
- Ability to collaborate effectively within a team environment.
- Knowledge of emerging trends and technologies in GIS.
- Familiarity with application lifecycle management (ALM) tools such as Azure DevOps and GitHub.
- Experience with version control and release management practices.
- Excellent problem-solving, collaboration, and communication skills.
- Experience in Microsoft .NET/C#/SQL Server-based web application development will be a plus.
- Demonstrated experience working with technical and non-technical staff.
- Strong initiative and ability to perform duties with minimal supervision.
- Ability to identify needs of end users and communicate possible solutions to them.
- Strong organizational and project management skills.
- Ability to handle multiple projects simultaneously under tight deadlines
Vendor's Minimum Requirements:
- Minimum of five (5) years prior experience providing professional technology staffing services.
- Consultants should be able to work in person at Broadway, 30th Floor, New York, NY 10271, complying with New York City and policies.
- The consultant cannot work more than 35 hours per week.
