Technology Security Associates is seeking an experienced Sustainment Product Support Manager (PSM) / Assistant Program Manager for Logistics (APML) to lead sustainment initiatives for the AV-8B PMA257 program. This role is crucial in ensuring effective sustainment logistics, fleet support, and lifecycle management for the AV-8B platform. The ideal candidate will have extensive experience in acquisition and sustainment logistics, lifecycle sustainment planning, and program execution in accordance with Naval Air Systems Command (NAVAIR) and Naval Air Warfare Center Aircraft Division (NAWCAD) policies and procedures.
Duties/Responsibilities:
- Serve as the Product Support Manager (PSM) for PMA257, leading all sustainment initiatives and logistics efforts related to the AV-8B platform during its sundown phase.
- Act as the functional expert and program manager for logistics and sustainment efforts, ensuring effective execution of fleet support and sustainment initiatives.
- Develop and present Program Objective Memorandum (POM) sheets for fiscal years FY-24 through FY-27, ensuring proper sustainment program budgeting.
- Oversee sustainment program funding using Program Requirements Lists (PRL) and Operations & Maintenance, Navy (O&M, N) accounts, validated through Cost Reporting and Integrated Management (CRIM) and NAVAIR Systems Support Module (NSSM) tools.
- Manage sustainment programs using best in-service practices, programmatic documentation (Maintenance Plans, Engineering Change Proposals (ECPs), etc.), and performance metrics.
- Provide Product Support Management, maintenance planning, and logistics planning for post-Initial Operational Capability (IOC) phases of the equipment life cycle.
- Lead and manage PMA Logistics Integrators (GS-13 and below), designated as Sustainment DAPMLs, ensuring professional development and technical performance.
- Develop, implement, and oversee Life Cycle Sustainment Plans (LCSPs), Logistics Requirements and Funding Summaries (LRFS), and Life Cycle Cost Estimates (LCCE).
- Support Deactivation, Demilitarization, and Disposal (3-D) Sundown Plans, ensuring compliance with lifecycle management requirements.
- Conduct fleet sustainment logistics reviews, including supply support analysis, engineering investigations (EIs), and maintenance plan updates in coordination with NAVSUP WSS and DLA.
- Lead technical publication reviews via the Joint Deficiency Reporting System (JDRS) and ensure in-service metrics analysis for operational readiness improvements.
- Develop corrective action plans based on fleet analysis, prioritizing and executing solutions via Engineering Change Proposals (ECPs), Technical Directives (TDs), and modification planning in accordance with the 5-year rule for change implementation.
Qualifications Required:
- Extensive experience in aviation sustainment logistics and lifecycle management, preferably within Naval Air Systems Command (NAVAIR) and NAWCAD.
- Proven ability to manage acquisition and sustainment logistics programs, ensuring compliance with DoD, NAVAIR, and NAWCAD policies and procedures.
- Strong background in budgeting, funding allocation, and sustainment program execution, including POM development and PRL utilization.
- Demonstrated experience leading cross-functional teams, including government and contractor personnel.
- Expertise in fleet support team coordination, supply chain logistics, and engineering investigations.
- Proficiency in utilizing NAVAIR logistics tools, including CRIM, NSSM, and JDRS.
- Excellent analytical, problem-solving, and decision-making skills with a track record of successful sustainment program execution.
- Ability to develop and implement sundown, deactivation, demilitarization, and disposal (3-D) plans.
- Strong interpersonal and communication skills, with the ability to collaborate across government agencies, industry partners, and logistics teams.
Qualifications Desired:
- Experience supporting Naval Aviation sustainment programs.
- DAU certification(s) in Acquisition, Logistics, or Program Management.
- Working knowledge of DoD and NAVAIR sustainment policies, including LCSPs, LCCE, and LRFS.
- Prior experience managing sustainment programs during platform sundown phases.
