Job Description
The purpose of this position is to deliver and conduct, on an as needed part-time basis, training courses and technical assistance as a part of the Homeland Security National Training Program cooperative agreement. The Agency Instructor I will participate in the development, planning and delivery of TEEX courses. This position will follow approved curriculum course outlines, timelines and performs all course activities as explained in the Instructor Guides. In addition, this position will actively participate in the updating and revising of a course as a team member in the curriculum development process and review new instructional materials as requested. The Agency Instructor I will also maintain records, reports and documentation of activities during each course delivery. Other duties will include classroom and topic preparation, delivery of classes including demonstrating with teaching aids, and completing required administrative paperwork. Also maintaining technical competence and skills. The work involves traveling to remote locations, providing classroom and field instruction.
This position reports to the Training Manager.
Required Qualifications:
- Associate’s degree from an accredited college or university or an equivalent combination of education and experience. (Equivalency: will accept a High School Diploma/GED with seven years of work-related experience)
- Five years’ experience in a command or leadership role in any combination of the following emergency response fields: technical, local, state, or federal emergency response discipline from law enforcement, fire, hazmat, EMS, health care and/or public health, public works, medical, military, emergency management, public information discipline, government administration, public safety communication
- Two years of experience in training adults.
Required Licenses/Certifications:
- Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
Preferred Qualifications:
- Bachelor’s Degree from an accredited college or university.
- Eight years’ experience in a leadership role in any combination of the following emergency response fields: technical local, state, or federal emergency response discipline from law enforcement, fire, hazmat, EMS, health care and/or public health, public works, medical, military, emergency management, public information discipline, government administration, public safety communication or other designated.
- Five years with a State or Federal response organization.
- Three years as a chief officer.
- Experience facilitating courses/exercises/activities/technical assistance supported by the Department of Homeland Security (DHS).
Physical Requirements:
- Ability to support training delivery for up to 8-10 hours day.
- Some lifting/carrying of classroom/presentation materials, up to 30lbs.
- Ability to travel independently via vehicle or commercial flight regularly for extended periods of time.
- Ability to communicate clearly both orally and in writing.
- Ability to use computer/keyboard, audio visual equipment and telephone.
Knowledge, Skills, and Abilities:
- Knowledge of adult learning theories and learning styles.
- Knowledge of basic office software and instructional programs.
- Knowledge of principles and methods for teaching and instructing individuals and groups.

- This position allows for telecommuting.
- This is a wage position established to accommodate a temporary organizational need. As such, TEEX does not guarantee any set number of hours or length of employment in this role.
- This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.
Essential Duties, Tasks, and Percentages:
Training Course Delivery – 75%
- Delivers course instruction and/provide technical assistance in a positive manner using adult learning principles.
- Ensures the course is effectively and efficiently presented in accordance with TEEX curriculum and customer contracts.
- Oversees and accountable for quality control of scenarios, exercises, and custom course developments.
- Arrives prior to scheduled course to ensure the classrooms and training areas are prepared for the delivery and are set up in a safe manner.
- Ensure all training is conducted in accordance with established safety guidelines.
- Ensures all participants have achieved the terminal objectives of the course.
- Assists in the development of customized lesson plans, outlines, training aids, manuals, and scenarios for practical application, as needed.
- Develops instructional techniques and uses a variety of learning techniques to accommodate various learning styles for presenting course material.
- Facilitates after action reviews with participants at the completion of exercises.
- Evaluates and assess instructional effectiveness and adjusts delivery plan as necessary.
Training Documentation – 20%
- Collects forms at the start of class, ensures students sign the attendance roster.
- Maintains appropriate student activity documentation.
- Ensures course evaluations are collected and returned as instructed by program manager.
- Completes all required course documents in a timely manner and participates in course debrief with instructional team, as applicable, to determine delivery areas of improvement.
Fiscal Responsibility – 5%
- Maintains subject matter expertise on topics of instruction.
- Makes sound fiscal decisions in the planning and execution of course deliveries.
- Submits pre and post travel paperwork in a timely and accurate manner.
- Submits timesheets within the required time frame and complete all required TAMUS training within the requested due dates.
- Completes periodic mandatory training as assigned.
Other Duties:
- Actively participates in team meetings and events as needed.
- Interacts professionally and wears appropriate professional attire representing the Texas Engineering Extension Service (TEEX) in a positive manner.
- Performs other duties as assigned.
