Urban Search and Rescue Instructor I
$45.00/hour

The Agency Instructor I makes a difference by providing direct support to the Emergency Services Training Institute (ESTI) Rescue Training Program. May assist the Rescue Training Program in developing, designing, and delivering various courses and exercises related to Urban Search & Rescue, Technical Rescue, and/or Emergency Response. Utilizes knowledge of adult learning methodologies and their subject matter expertise to deliver high quality rescue training courses to students from both the public and private sectors as well as governmental entities. Utilizes subject matter expertise to assist as needed in developing or updating courses to ensure they are realistic, relevant, and impactful for students, participants, and their home agencies.
This position reports to the Agency Training Manager.
Required Qualifications:
  • High School Diploma or GED.
  • Seven years of related experience in one of the following disciplines: Fire Service, Rescue, Law Enforcement, Emergency Medical Services, Urban Search and Rescue, or equivalent DoD Civilian or Enlisted/Commissioned experience.
  • Three years of experience in delivering adult education courses and/or exercises following the US Department of Homeland Security Homeland Security Exercise and Evaluation Plan (HSEEP) model.
Required Licenses/Certifications:
  • Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
  • Valid Instructor Certification from a recognized public safety certification entity or DoD equivalent.
  • Rope Rescue Operations Certification from a recognized certification entity (ProBoard, IFSAC, TCFP, or equivalent).
Preferred Qualifications:
  • Associate’s degree from an accredited college or university.
  • Seven or more years of experience in public safety special operations or equivalent (i.e. technical rescue, emergency services unit, special operations, urban search and rescue).
  • Five or more years of experience in designing and/or providing adult training.
  • Five or more years of exercise design and/or delivery.
  • FEMA US&R System Approved Instructor.
  • Experience responding to real-world incidents involving structural collapse, mass transit emergencies, mass casualty events, man-made, or natural disasters as part of a recognized emergency response entity.
Physical Requirements:
  • Ability to work outdoors exposed to various weather conditions, potential allergens, elevated noise levels, and heat.
  • Ability to support training delivery for up to 8-10 hours a day.
  • Ability to regularly use computer/keyboard and telephone.
  • Ability to communicate verbally and in writing.
  • Ability to climb, crawl, stoop, reach and manipulate small equipment components during instruction.
  • Physical conditioning consistent with classroom instruction and physical skills demonstration and instruction including wearing of and working in personal protective equipment.
  • Physical conditioning consistent with FEMA US&R position descriptions for delivery of training courses.
  • Ability to regularly travel independently to other and/or remote locations by driving and/or flying on commercial airlines.
  • Ability to wear and work in personal protective equipment commonly used in Urban Search and Rescue operations including respiratory protection such as a full or half-face respirator.
  • Ability to lift, move, and operate heavy rescue equipment such as concrete breaching devices, saws, or vehicle extrication tools.
  • Ability to work at height and in tight confined spaces on and/off rope systems as needed.
Knowledge, Skills, and Abilities:
  • Advanced working knowledge of Urban Search & Rescue and/or Emergency Response.
  • Working knowledge of Rope Rescue Systems and their application in Urban Search and Rescue and/or Transit Emergencies.
  • Working knowledge of Incident Management System(s) and expanding incidents.
  • Ability to provide Subject Matter Expertise in Urban Search and/or Rescue and Emergency Response as needed.
  • Ability to interact positively and professionally with a variety of staff at all levels and with customers from a variety of professional disciplines.
  • Ability to communicate effectively and professionally both orally and in writing, in a classroom setting or during hands-on training activities.
  • Ability to routinely and effectively handle multiple tasks/projects concurrently and be detail oriented.
  • Strong interpersonal and organizational skills to include presentation skills.
  • Working knowledge of basic office software (Microsoft Word, Excel and PowerPoint) and instructional programs.
  • Working knowledge of principles and methods for teaching and instructing individuals and groups.
  • Ability to promote program growth through customer relations and marketing.
  • Ability to facilitate training and/or project deliveries as applicable.
  • Ability to work collaboratively with staff from other agencies, programs, and divisions to accomplish the development of additional courses and/or exercises.
Equipment:
  • Standard office equipment: computer, keyboard, multifunctional printer, telephone.
  • Presentation Equipment: microphone, projector, laser-pointer.
  • Construction Hand Tools.
  • Fire Service Hand Tools.
  • Powered Rescue Equipment such as saws, concrete breaching devices, and/or vehicle extrication tools.
Notifications:
  • This position is security sensitive.
  • This position may require work beyond normal office hours and/or work on weekends.
  • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.
  • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
  • Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
  • This is a wage position established to accommodate a temporary organizational need. As such, TEEX does not guarantee any set number of hours or length of employment in this role.
Essential Duties, Tasks, and Percentages:
Training & Exercise Support, Development, and Delivery – 75%
  • Coordinates with Training Manager and Training Support Staff for logistics before, during, and after deliveries of training course or exercises.
  • Travels to and from course and/or exercise location and arrives no less than 60 minutes before the class is scheduled to begin, which includes local and domestic travel with potential international travel.
  • Performs the role of the lead or adjunct instructor as assigned and follows approved course curriculum outline and timelines to conduct various forms of rescue training courses.
  • Performs all course exercises as explained by TEEX Instructor Guide(s).
  • Works as part of a team to deliver course instruction and/or provide technical assistance.
  • Prepares training/exercise materials, training aids, and/or equipment prior to the course.
  • Ensures classrooms and/or exercise locations are ready for participants.
  • Ensure participants have achieved terminal objectives of the course.
  • Ensures training/exercise materials, training aids, and classrooms/exercise locations are secured upon completion of the course.
  • Completes timely reports and other related documentation following course completion.
  • Prepares and develops exercise documents, materials, project aids, and equipment prior to exercise delivery.
  • Collects exercise and training documentation, forms, and attendance rosters, as appropriate, and submits to the Training Manager or Administrative Support Staff as instructed in a timely manner.
  • Coordinates with the point of contact as needed to ensure that the course meets the needs of the Rescue Program customers and provides an excellent customer experience from start to finish.
  • Coordinates with the Rescue Training Support Technician Team to ensure all training materials are returned to a ready operational state at the conclusion of training courses.

Subject Matter Expert – 20%
  • Serves as a SME for curriculum development or other Rescue Program Technical Assistance projects.
  • Collaborates as needed with ESTI curriculum staff to create and revise training course lesson plans. Review student instructional materials and visual aids to determine course relevance. Update course syllabus as necessary
  • Assists with full scale exercise development and delivery, technology development, and other Technical Assistance projects as needed
Reporting – 5%
  • Submits all required reports in a timely manner.
  • Submits all administrative paperwork to include after action reports, times sheets, travel forms, and receipts within the required time frames
Other Duties:
  • Participates in Rescue Program meetings as requested.
  • Completes agency required training within the required due dates.
  • Maintains and safeguards assigned divisional equipment and property.
  • Wears appropriate instructor uniform, personal protective equipment as required during course and/or exercise deliveries.
  • Performs additional work duties as assigned.
