- Possess a fundamental working understanding of relevant environmental rules and regulations to conduct professional environmental oversight and management of Teichert’s facilities.
- Ensure compliance with all applicable environmental regulations and permits necessary for the operation of sand and gravel mining and processing sites, asphalt plants, ready-mix plants, portable recycle, and any other related operations.
- Lead environmental compliance audits, inspections, and investigations.
- Manage specific environmental compliance projects, including planning, execution, and reporting.
- Coordinate with different departments to implement compliance strategies.
- Develop and conduct environmental compliance training for staff.

Manage and maintain applicable data, sampling, and reporting similar to, but not limited to:
- Air Hazard Health Risk Assessments (HRAs), Health Prioritization Scoring related to California AB-2588 (Hot Spots) and California Toxics Reporting (CTR) regulations.
- CARB on-road (TRUKRS), off-road (DOORS), portable (PERP), and large spark ignited (LSI) regulations.
- California Environmental Reporting System (CERS) for each of Teichert’s relevant facilities.
- Spill Prevention, Control and Countermeasure (SPCC) plans.
- Stormwater Pollution Prevention Plans (SWPPPs) related to Industrial General Stormwater Permit (IGP) through the California Stormwater Multiple Application and Report Tracking System (SMARTS).
- Waste Discharge to Land Requirements (WDR) and Monitoring and Reporting Programs (MRPs) related to applicable industrial wastewater management as defined by California Water Code section 13267.
- Groundwater use covered under the California Sustainable Groundwater Management Act (SGMA) and any related and applicable Groundwater Sustainability Plans (GSPs).
- Prepare and submit detailed compliance reports to regulatory agencies, where applicable.
- Serve as a point of contact for environmental regulatory bodies and other external stakeholders.
- Obtain new permits as needed through the proper agencies.
- Work effectively and collaboratively with environmental regulators, colleagues, management, and plant staff to ensure environmental compliance.
- Develop, collaborate and deliver appropriate and required environmental training for Company personnel at plant and operation sites.
- Maintain Teichert’s environmental permit and data through an existing electronic filing system to track current and past environmental permits and related records and data.
- Act as Company representative within professional and industry organizations concerning environmental issues. Cultivate industry and regulatory contacts and attend related seminars and conferences.
- When necessary, hire, coordinate and review work product of Environmental Consultants.
- Assist with new mining permit applications and reclamation plan related to the California Environmental Quality Act (CEQA) and related permit entitlement processes.
- Conduct feasibility studies and develop budgetary estimates on assigned projects.
- Maintain all certifications and training necessary to conduct essential job functions.
- Promote a Zero Injury culture through personal adherence to all company safety policies and practices.
Role Qualifications and Requirements, & Competencies
Education:
- Bachelor’s of Science Degree in Environmental Science, Environmental Engineering, Engineering, Biology, Geology, Chemistry, Physics or related science field preferred.
- 4-10 years of experience with environmental compliance or an equivalent combination of training and related experience. Visual Emission Evaluation Certification and/or a Water Systems Operator Certification desired.
- A fundamental understanding of basic environmental compliance philosophies, practices and terminologies.
- Familiarity with Federal and California environmental laws and regulations.
- Experience with construction and the construction materials industry a plus.
- Must be proficient in computer software skills including Microsoft Word, Excel, Outlook, PowerPoint, Adobe Acrobat and AutoCAD.
- Must possess advanced math skills including the ability to perform error omissions calculations, convert source data, determines flow rates and concentrations of gases.
- Must possess the ability to interpret and communicate environmental regulations into easily understood concepts and practices.
- Must possess the ability to work independently as well as maintain effective working relationships within a team environment.
- Must develop and maintain strong working relationships with field staff, fellow employees, customers and agencies.
- Must use initiative to research problem situations and resolve in a timely and effective manner with all employees, customers and agencies.
- Must possess strong verbal and written communication skills.
- Must demonstrate strong organizational skills and time management practices.
- Must possess the ability to operate handheld environmental devices such as a pH Meter, EC (Electrical Conductivity), Turbidity Meters, Well Bailers or pumps and Air Monitors.
- A valid Driver’s License with ability to maintain an acceptable driving record.
Equipment Used, Physical Demands, and Work Environment
Equipment Used:
- Personal computer, telephone, personal protective equipment (i.e. safety glasses, hearing protection).
- Physical: Sitting for long periods of time working at the computer or driving to job sites. Job site visits require walking on uneven ground, climbing, bending, stooping, and crawling in confined or enclosed spaces. Some lifting of materials and equipment up to 50 lbs. close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. May work long hours during peak seasons.
- Work Environment: Exposed to the conditions of job sites which can include loud noise, dust, fumes, and extreme weather conditions prevalent at the time. May work various shifts or hours, including early mornings, dusk or evenings. Typical office environment with adequate temperatures and lighting, low levels of noise.
