Senior IT Project Manager (Contract) – Virginia ABC
Position Overview
Virginia ABC is seeking a Senior Project Manager to join its IT Project Management Team on a contract basis. This role will focus on managing the implementation of ACH payment capabilities within the alcoholic beverage pre-order and licensing management features of the MIPS and VAL systems.
The ideal candidate will be a seasoned project manager with strong leadership, problem-solving, and stakeholder management skills. This is a high-impact role that requires adaptability, political acumen, and the ability to thrive in a dynamic and fast-paced environment.
Key Responsibilities
Project Planning & Execution:
Define and articulate project objectives and ensure they are successfully achieved.
Develop and maintain comprehensive project plans, covering scope, timelines, dependencies, budgets, resources, and milestones.
Track project performance using appropriate tools and methodologies.
Stakeholder & Team Management:
Conduct stakeholder analysis to ensure appropriate involvement throughout the project lifecycle.
Foster strong working relationships across IT, business units, and vendors.
Lead and coordinate cross-functional teams, ensuring alignment and collaboration.
Risk & Issue Management:
Proactively identify, assess, and mitigate project risks and dependencies.
Manage project issues, ensuring timely resolution to avoid roadblocks.
Project Governance & Communication:
Establish clear communication channels across teams and stakeholders.
Provide regular status reports to executive leadership and key stakeholders.
Organize and lead meetings to discuss project progress, challenges, and next steps.
Process Improvement & Best Practices:
Adapt and apply project management methodologies (Waterfall, Agile, Hybrid) based on project needs.
Establish and optimize processes where standard practices are absent.
Partner with IT teams to validate technical feasibility, QA processes, and system maintainability.
Required Qualifications
Active PMP Certification (Mandatory)
8 years of experience in IT software project management
Proven ability to manage multiple high-priority, complex projects simultaneously
Experience with Waterfall, Agile, and Hybrid project methodologies
Strong skills in risk management, issue resolution, and change control
Ability to develop and implement project governance in environments with limited standard processes
Excellent verbal and written communication skills for engaging executives, technical teams, and business users
Strong problem-solving and conflict resolution skills, with the ability to negotiate and influence stakeholders
Exceptional time management and organizational skills
Preferred Qualifications
Experience using Jira for project tracking and management
Experience with both in-house custom software development and COTS/SaaS solutions
Familiarity with state government or regulated industry project environments
