Under general direction of the IT Director, participates in the planning, development, selection, and design of the organization's information systems and has primary responsibility for administering the day-to-day information systems operations of the IT Department.

MINIMUM QUALIFICATIONS THIS POSITION REQUIRES:
Knowledge of: Tier 1 or Tier 2 government enterprise information systems; processes and procedures related to government business activities and the systems/applications that support them, including finance, human resources/payroll, document imaging and web site management; network and personal computer (PC) operating systems; principles, practices, methods and techniques of installation, troubleshooting and maintenance of systems, networks and applications; LAN, WAN, Internet and Intranet networking characteristics, protocols, technologies, application and integration concepts; project management practices, tools, and methodologies; principles, methods, and procedures of data analysis, data warehousing, and data mapping; applicable programming languages, such as Structured Query Language (SQL); principles and practices of database administration and file management; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; principles of goal setting, program and budget development, work planning and organization; pertinent federal, state and local laws, codes and regulations as they pertain to information systems; methods and techniques of evaluating system and operation performance; current technology goals and objectives; principles and application of change management strategies.
Ability to: Respond to emergency call outs during and outside of normal business hours; and to possess a valid California driver's license, or present other reasonable means to respond (within a reasonable time frame) to emergency calls outside of normal business hours.
REQUIRED EDUCATION AND WORK EXPERIENCE:
PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:
This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires mobility, hearing, vision and dexterity levels appropriate to the duties to be performed and may require irregular work hours including evenings and weekends. The ability to lift, carry and move objects up to 50 pounds is also required.
Some tasks require the ability to perceive and distinguish colors or shades of colors and sounds and provide oral communication. Work is primarily performed in a standard office setting with exposure to computer glare, vibrations and pitch, however some tasks may include exposure to noise, dirt, dust, pollen, odors, wetness, humidity, mold, and fumes.
