Job Description:
- Constructs, builds, repairs, and inspects Hybrid Fiber Coax (HFC) networks to provide voice, video, and data to residential and commercial customers.
- Coordinates with other utilities for permits, joint trench, pole applications, and service issues.
- Construction Crewmember I, II & III
- Constructs new and rebuilds aerial hardware including strand placement, tensioning, grounding, bonding, guy and anchor installation.
- Assures grounds are at or below maximum allowable resistance for proper network protection.
- Responsible for maintaining proper spacing from energized conductors as well as height requirements as prescribed in the GO05, GO198, NESC, NEC, utility and Client construction specifications.
- Lays conduit and install joint trenches for underground cable while coordinating with other utilities.
- Repairs and maintains overhead and underground lines. Responds to and determines proper course of action in emergency call-in situations to repair damaged cable lines. Replaces or reroutes cables and splices electronic equipment.
- Participates in the construction and /or repair of fiber, coax, and copper plant for networks. May coordinate and inspect work done by contract labor.
- Performs routine work to locate and mark underground cable lines in order to perform digs and other construction work to minimize cable damages.
- Inspects for location of placement of facilities, work of contract labor, depth trenches and follows underground construction standards. Marks placement of cable plant.
- Coordinates contract labor for construction projects and inspects final work.
- Uses computerized tools and programs (Oracle) to coordinate bill of materials, purchase materials, maintain inventory levels, reconciles invoices, street release forms, zone changes, as well as computerized mapping systems.
- May splice, repair, and activate fiber optic circuits and implement corrective and preventive action. May assist with the maintenance of fiber transport system, nodes and reverse laser transmitters and receivers.
- Ensures that work performed in a timely and professional manner and meets all regulations, specifications and standards set forth by the company and government agencies.
- May enter data into computerized databases to track homes passed, maintain serviceability information, or node splits.
- May obtain construction permits, utility permits and pole applications including make-ready, right-of-way, railroad, road bore and crossing permits. Create and file traffics plans for construction projects.
Role Summary:
- OSP Compliance Technicians inspect, evaluate, and analyze aerial and underground facilities for compliance with applicable internal and external safety and regulatory standards.
- This role provides occasional repair guidance and suggestions, contribute to the entry and maintenance of an asset compliance management database systems and work with others to ensure compliance.
- OSP Compliance Technicians understand and apply Client construction standards, as well as applicable asset owner, state, and federal standards.
- They monitor and maintain inspections schedules and provide quality assurance of the Locate vendor performance on compliance repairs as directed.
- Compliance employees ensure that the Client network is built in a safe manner throughout the system and when working on correcting infractions that safety and cost reduction are key.
Primary Responsibilities and Essential Functions:
- Inspects Outside Plant based on applicable schedules
- Understands applicable Client, State, NESC standards and regulations
- Understands high-risk geographic regions and driving factors
- Assigns infractions with relevant level of severity
- Enters information into the database
- May review make ready work with contractors
- May issue work to construction contractors
- May issue work to Locate vendors
- May coordinate the Client Service Drop conversions – getting off jump poles (if so desired) or other poles where clearances cannot be met to remove a violation
- May participate in ordering materials for various vendors and/or forecasting material needs
- Inspects and QC’s Contractor work
- Completes as-built mapping
- May assist in Locating and QCing (quality control) of Client facilities
QUALIFICATIONS:
Minimum:
- HS diploma, GED or relevant work experience
- 1 or more year of experience preferred in related field (e.g. OSP Construction; Field Ops)
- Valid driver’s license meeting Client standards
- Must be able to walk in un-level areas and for long distances.
- May be on your feet for several hours while performing duties for extended periods.
- Ability to read and understand printed and digital telecommunication utility maps.
- Ability to operate computer with Microsoft applications as well as other as needed software related to construction services.
Preferred:
- 2- 3 years general knowledge of aerial and underground telecommunications facilities construction.
- Basic HFC/fiber design knowledge is helpful.
- Basic knowledge of construction standards and applicable codes for the area.
- Knowledge of Telecommunications aerial and underground construction practices.
- Understanding of NESC and or local codes that pertain to utility construction.
