Who We’re Looking For
Minimum Qualifications:
- Bachelor’s Degree in Statistics, Mathematics, Computer Science or a related field (required).
- Experience with open source data and analytics tools while conducting analyses on large and unstructured data sets.
- The ability to understand the needs of our organization and how data can meet those needs.
- Ability to manage and manipulate large datasets, to organize and restructure data for complex analysis.
- Knowledge of advanced data mining and analysis techniques, data security protocols, statistical programming tools, (e.g., R, Python, SQL), data visualization tools (e.g., Tableau, D3, AJAX or jQuery), complex mathematical calculations and projections, data warehouse tools, machine learning techniques, including classification and outlier detection of data.
- A strong commitment to service and personal accountability.
- The ability to transform data and complex concepts into simple, easy to understand and compelling presentations.
- Excellent organizational, written, communication and problem-solving/creative thinking skills.
- Performs other duties/tasks as assigned by the Superintendent.

Responsibilities & Deliverables:
The Lead Systems Programmer gathers and evaluates data across multiple, diverse sources in order to create innovative and scalable learning solutions aimed at improving educational opportunities/outcomes for all students and our district's employee experience. This role will support the development of dashboards, data visualizations and provide foresight and thought leadership into trends emerging from our data, while also leveraging the insights of the Superintendent to quickly adapt and pivot programs and/or strategies to ensure programmatic and operational excellence and overall sustainability. This role will perform data science work involving the collecting, analyzing and management of large data sets to guide organizational decisions and model various market conditions to provide information for district initiatives. Also the role involves designing and constructing new processes for data modeling and production using algorithms, predictive models, prototypes and custom analysis.
The Lead Systems Programmer analyzes large amounts of raw information to find patterns that will help improve the employee experience, community confidence and student success. The scope will include analysis of current and historical data on students, staff, area of focus workload, enrollment, retention and graduation. The Lead Systems Programmer executes strategic, innovative data driven analyses that provide valuable insight, working closely with other members of the Innovation Enterprise in gathering, analyzing and reporting data.
Central to the role will be coordinating and executing the following strategies to ensure that the Superintendent/CEO and or designee can meet or exceed our district’s strategic plan goals while building on our rich traditions and our reputation with existing, past and future stakeholders.
- Internal and external communications execution:
- Apply mathematical statistics, algorithm design, modeling, optimization and descriptive statistics to support and drive the development of data-driven educational products and services for our organization.
- Drives the collection of new data and refines existing data sources to ensure a robust and comprehensive data set on which to base findings and recommendations; obtains, cleans and converts data sources, ensuring that all operations comply with local, state, and federal data security laws and regulations regarding student information.
- Communicates findings to a variety of stakeholders, at differing levels of technical proficiency, to share data analysis results, gather feedback, and create momentum to adopt new and improved learning solutions..
- Develops, implements and maintains records and information dashboards to track and report on project, statuses and outcomes.
- Develops and manages predictive modeling algorithms to mine large data sets in order to make decisions and discover solutions to organizational problems..
- Develops and implements databases, data collection systems and other strategies that optimize statistical efficiency, accuracy and quality.
- Develops data quality measures, analyzes data quality results and implements necessary changes to ensure data quality improvement.
- Gathers, cleans, processes, complies and queries raw data.
- Codes programs to automate data collection and processing to use for statistical modeling and graphic analysis; builds data visualization tools, dashboards and reports.
- Researches and applies knowledge of existing and emerging data science principles, theories and techniques to inform organizational decisions; researches products to develop new or improved predictive modeling products.
- Identifies and adopts best practices in reporting and analysis: data integrity, design, analysis, validation and documentation.
- Use machine learning and other approaches to analyze and categorize student engagement and learning.
- Build predictive models and machine learning algorithms.
