Position Overview: The Cooperative Compliance Estimator ensures that all cooperative proposals comply with the scope and pricing requirements outlined in cooperative contracts. This role involves preparing detailed cost breakdowns, maintaining pricing catalogs, assisting estimators with pricing requirements, and supporting project managers with compliance-related tasks. Additionally, the estimator plays a key role in training estimators and sales teams on cooperative proposal preparation and pricing strategies.

Responsibilities:

• Review all cooperative proposals to ensure scope and pricing compliance with the corresponding cooperative contract.
• Prepare a line-item breakdown of awarded proposals, including RS Means and Alternative Cost Methods (ACM) if necessary, for potential audits.
• Submit breakdowns in a timely manner to cooperatives requiring approval before proposal submission to the customer.
• Assist estimators in obtaining the minimum required number of quotes to meet cooperative contract terms for ACM pricing.
• Maintain and update cooperative pricing catalogs.
• Submit pricing modifications and new product additions to cooperatives and update price lists accordingly.
• Notify the Director, TenCate Company Estimators, and sales teams of changes or additions to pricing sheets, their effective dates, and any updates to cooperative administrative fees.
• Train current and new estimators and sales personnel in cooperative proposal preparation, including:
• Selecting the appropriate cooperative contract based on project scope.
• Preparing RS Means estimates and ACM pricing.
• Formatting proposals as required by the cooperative.
• Attend project handoff meetings to ensure Project Managers/Operations teams are aware of cooperative contract requirements.
• Assist Project Managers and Estimators with change order proposals to ensure compliance with cooperative pricing requirements and project scopes.
• Prepare cooperative unit pricing and RS Means breakdowns for change orders for recordkeeping and audit purposes.
• Support the Director with additional tasks as needed.
  
  

Qualifications:

• Bachelor’s degree in construction management, business, finance, or a related field (preferred).
• 3 years of experience in estimating, procurement, or contract compliance, preferably within a cooperative purchasing or construction environment.
• Proficiency in RS Means cost estimation (preferred).
• Strong understanding of cooperative contract structures and compliance requirements (preferred).
• Experience with pricing catalogs, cost breakdowns, and contract administration (preferred).
• Strong analytical and problem-solving abilities.
• Attention to detail and excellent organizational skills.
• Effective communication and training skills for working with estimators and sales teams.
• Ability to manage multiple projects and deadlines in a fast-paced environment.
• Experience working with cooperative purchasing agreements.
• Knowledge of construction materials, labor costs, and industry pricing standards.
