Schedule: Monday - Friday 9:00 am - 5:30 pm; Hybrid
SUMMARY
The Associate Director of Property Operations is responsible for overseeing and supporting the Property Supervisors managing affordable housing and permanent supportive housing properties. This role ensures operational excellence, regulatory compliance, and high-quality resident services while aligning with the organization’s mission to provide stable, supportive housing for vulnerable populations. The Associate Director works collaboratively with internal teams, external partners, and regulatory agencies to ensure the long-term sustainability of the housing portfolio.
ESSENTIAL DUTIES
• Supervise and provide leadership to Property Supervisors overseeing affordable and supportive housing communities.
• Develop and implement operational strategies to ensure properties meet financial, regulatory, and performance goals.
• Ensure compliance with all federal, state, and local affordable housing regulations, including HUD, LIHTC, and other funding requirements.
• Collaborate with property teams to ensure maintenance and capital improvement projects are effectively managed.
• Oversee leasing, occupancy, and tenant retention strategies to optimize property performance.
• Maintain an overall 98% occupancy rate across the portfolio.
• Achieve 95% rent collection rate portfolio-wide.
• Foster a resident-centered approach, ensuring that housing stability and supportive services are integrated into property operations.
• Collaborate with case management and resident services teams to ensure supportive housing residents receive appropriate services.
• Address escalated resident concerns and work toward positive conflict resolution.
• Monitor financial performance of properties, ensuring adherence to budgets and financial goals.
• Work closely with finance and asset management teams to oversee property expenses, revenue collection, and capital planning.
• Assist with the development of annual operating budgets for the housing portfolio.
• Ensure compliance with all regulatory requirements, fair housing laws, and organizational policies.
• Conduct regular audits and site visits to assess property conditions, operational efficiency, and adherence to compliance standards.
• Develop and implement risk mitigation strategies to address operational challenges.
• Achieve 100% compliance with required annual inspections and Achieve 100% on-time completion of all annual recertifications
• Provide mentorship, coaching, and professional development opportunities for Property Supervisors and site staff.
• Develop training programs on compliance, property management best practices, and resident engagement strategies.
• Lead performance management initiatives, ensuring staff accountability and continuous improvement.

MINIMUM QUALIFICATIONS
- Bachelors Degree and/or at least 4 years working in the affordable housing industry in a supervisory role.
- Three years of progressively responsible residential property management experience.
- Four years supervisory experience.
- Intermediate knowledge of MS Word, MS Excel and Windows 95 operating system.
- Four years of budgeting experience.
- Valid drivers license.
PREFERRED QUALIFICATIONS
- Graduate Degree and/or additional property management experience.
- Knowledge of Property Management Software Systems
- Training and experience in HUD and Tax Credit programs.
- Familiarity with commercial property management.
- Brokers or sales license.
- CPM, NAHP or similar certification.
