Who we are and what we do:

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

Job Overview:

A Business Relationship Manager (BRM) will assist in supporting collaboration through governance and trust between all TennCare stakeholders and TennCare Information Systems. They will help facilitate open communications within TennCare, other state agencies, and external stakeholders and partners (including solution and service vendors) by establishing and managing formal collaboration, communication, and governance processes to identify and support TennCare as it relates to business requirements and data exchange activities, including but not limited to: business case and needs assessment, interoperability, policy, legal activities (e.g., BAA, DUA, IAA, and IGA).

The BRM will help to identify and prioritize Medicaid and TennCare initiatives, serve as a key business partner to internal and external stakeholders (e.g., Strategic Planning and Innovation, Operations, Policy Office, Information Systems (IS) Department, LTSS, THA, TDH, MCOs), assist and develop formal communications and marketing plans for the TennCare IS and, along with the other BRM staff, serve as a single point-of-contact and lead for TennCare IS initiatives. Customer service is a core tenet for the BRM as they serve as a critical role in ensuring that TennCare IS (staff and resources) supports the success of all programs, projects and initiatives in order to best serve TennCare members. This position is a non-management position and reports to the TennCare IS Director of Business Relationship Management under the office of the Chief Information Officer.

Key Responsibilities:

  • Establish relationships with all IS internal and external stakeholders as a customer representative and serve as the primary advocate between stakeholders and IS
  • Establish relationships with key vendor partners to facilitate successful and quality outcomes based on TennCare requirements and contractual obligations
  • Assess current business processes and the IS systems, resources, and applications that support those business processes
  • Determine goals, objectives and strategies for each initiative, project or business area as assigned
  • Determine areas of modernization or enhancement, gaps and opportunities for improvement that would benefit from TennCare IS support and complement goals, objectives and strategies
  • Become familiar with all IS services, solutions and resources and the processes used to engage them to support stakeholder's needs
  • Create strategic roadmaps that address short term and long term TennCare and specific program areas as assigned
  • Conduct monthly executive briefings with assigned TennCare business areas
  • Become familiar with TennCare and CMS processes and requirements around procurement and project management standards
  • Become the voice of the customer and TennCare IS by constantly monitoring for areas of improvement, presenting creative solutions, identifying gaps and applying critical thinking skills

Minimum Qualifications:

Graduation from an accredited college or university with a bachelor's degree and experience equivalent to substantial (five or more years of) full-time relevant experience.

Desirable qualifications:

Experience in the following areas is a plus: Medicaid Information Systems CMS Enhanced Federal Funding State / Federal Budgeting, Contract Compliance (e.g., SLA, Financial, Vendor Management), state and federal procurement practices, policies and procedures, current healthcare solutions and services vendors, current and emerging technologies including AI and Gen AI.

Tool Experience proficiency is a plus in the following areas: Microsoft Office tools (e.g., Word, Excel, PowerPoint) ServiceNow, SharePoint, Tableau
