Investigative Counsel: West Tennessee

Position

The Comptroller of the Treasury is seeking an Investigative Counsel to conduct legal work for the Division of Investigations, which investigates allegations of fraud, waste and abuse in government and publicly funded entities. This work will involve:
  • Providing legal insight, conducting legal research, and answering legal questions related to investigative work involving allegations of more complex fraud, waste or abuse of public funds or property.
  • Conducting investigative court proceedings pro tem pursuant to statutory provisions.
  • Advising on law, regulations, and opinions of the court or Attorney General.
  • Reviewing cases and preparing memoranda of fact and law.
  • Advising on questions of law or administrative policy involved in the operations of the Division of Investigations in its contact with industry, private and professional associations, general public, etc.
  • Assisting in preparing proposed legislation or changes in regulation; keeping legal records and making legal reports.
  • In conjunction with the Chief Investigative Counsel, performing reviews of investigative reports prepared by personnel in the Division.
  • Attending legislative committee hearings or meetings with government officials.
  • Providing any other necessary assistance in preparation of civil and criminal cases for litigation.
  • Serving as an instructor for in-house training.
  • Perform other duties as assigned.
Qualifications

A successful Investigative Counsel will have familiarity with preparing legal briefs and pleadings, thorough knowledge of administrative, statutory and constitutional law and general knowledge of investigative procedures along with the ability to conduct legal research, write opinions and maintain thorough working knowledge of pertinent laws.
  • A Juris Doctorate (JD) law degree from an accredited law school.
  • Licensed to practice law in the State of Tennessee and in good standing with the Tennessee Bar, Tennessee Supreme Court, and the Tennessee Board of Professional Responsibility.
  • Valid drivers license.
  • Five years of successful employment in responsible legal work, of which one year must have been in government administration.
  • Three years of experience in financial crime investigation with military, governmental, or civil law enforcement agencies.
  • Other combinations of experience, if evaluated as equivalent, may qualify an applicant for consideration.

The Division of Investigations supports the Comptroller's mission of making government work better by investigating allegations of fraud, waste, and abuse in government and publicly funded entities and by working closely with law enforcement and prosecutors on criminal allegations. The division reports the results of its investigations, including significant internal control and compliance deficiencies, to the appropriate parties and also provides requested assistance and appropriate information to citizens, auditors, public officials and policymakers, other state departments and agencies, law enforcement and prosecutorial agencies, and other interested parties. The Division of Investigations has teams in four regions - West, Middle, Mid-East, and Upper East - based on geography and judicial districts. These regions are shown in the map below.

Travel
For the Division of Investigations, travel is required but is generally confined to same day commutes to and from a job site or regional office. Overnight stays may be required, as necessary.
