Position Purpose
Responsible for monitoring, fraud detection, contractual compliance and efficiency improvement activities related to delivery, storage and handling of fuel and reagent materials necessary to operate TVA’s fossil-fired generating units. Works independently at remote locations and TVA plants and is the primary interface between TVA and its fuel providers. Successful execution of duties involves establishing and implementing various strategies and tactics based upon extensive, in-depth knowledge of mining and its support industries to share market information, formulate contractual strategy, evaluate risk, investigate threats to fuel supply, and to support improvement initiatives at TVA sites. Interacts on a daily basis with fuel and transportation vendors, Power Operations, Corporate Accounting, Office of General Counsel, Office of Inspector General, and corporate office coal and gas operations. Provides expert capabilities in mining and shipping operations, contracting and measurement/weighing standards and practices. Successful execution of duties will positively impact TVA’s fuel budget and fossil plant operations. No supervision of TVA employees is expected.

Principal Accountabilities
Education – Bachelor of Science/Arts degree in Business, Engineering or the equivalent in education training and work experience.
Experience – Prefer 10 years experience in coal mine operations, fuel or transportation marketing, logistics, measurement, engineering or contract administration or the equivalent with at least 3 years of progressive management experience w/professional/technical or operational personnel or the equivalent.
Knowledge/Skills/Abilities — Capability to work independently with minimal supervision within area of responsibility or on special projects or investigations. Ability to quickly establish good working relationships with TVA fuel and transportation vendors. Thorough knowledge of appropriate ASTM and Handbook 44 designations governing all aspects of coal measurement and analysis. Basic computer skills. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
Working Conditions
Telework may be performed from within the TVA Work Area. Employees are responsible for meeting the established reporting requirements of their business unit or position, which may vary based on business needs. Employees will not receive travel reimbursement from the virtual work location to their TVA official work location.

Principal Accountabilities
- Provides on-site monitoring of coal, coal transportation, coal transloading and blending vendor facilities on a routine, random basis, using expert skills to monitor vendor contract compliance, fuel measurement activity compliance and debris separation activities.
- Observes vendor coal mining, washing, sizing, blending and shipment processes for possible fraudulent activities
- Takes appropriate contractual actions on the basis of field observations.
- Employs knowledge of coal qualities, plant specification constraints, transportation capabilities and supply chain risk characteristics to develop and implement optimal fuel and reagent delivery activities.
- Utilizes mining operational background in evaluating and developing responses to vendor force majeure claims.
- Provides field intelligence relative to fuel and related transportation vendors, as well as competitors in the development of short-term price forecasts and coal acquisition activities.
- Solves unique and complex supply chain problems through quick actions enabled by expert knowledge as field conditions dictate.
- Works independently from locations geographically remote from corporate facilities; maintains own office and support facilities and equipment.
- Anticipates fuel and reagent acquisition and supply chain issues and provides field intellegence to facilitate favorable outcomes.
- Makes judgments on a regular basis relative to vendor claims pertaining to contract performance and changes in applicable laws that may affect vendor costs.
- Supports inventory drawdown, reclamation and improvement projects for plants
