Position Purpose: The Specialist Level 3 in Instructional Emergency Response Training is responsible for aligning and supporting technical and compliance training services related to Emergency Response with the needs of various sites and projects. This position entails developing, coordinating, scheduling, conducting, and addressing all training-related requirements for assigned organizations, areas, and functions. Emergency Response disciplines include Firefighting, Emergency Medical Response, Hazardous Materials Response, First Aid / CPR, Confined Space/Technical Rescue, and the National Incident Command System.
Key responsibilities include:
- Developing metrics to measure the effectiveness of training in designated areas.
- Serving as a subject matter expert in multiple Emergency Response disciplines.
- Designing, developing, and facilitating technically accurate lesson plans that include interactive exercises and effective learning methodologies.
- Verifying records to ensure completion of prerequisite training.
- Consulting with customers to create appropriate course delivery material and schedules.
- Inspecting and maintaining emergency response equipment.
- Reviewing Fire Plans and ensuring regulatory and procedural compliance.
- Coordinating change management plans aimed at continuous improvement.
Supervisory Responsibility: Lead Instructor, 6 – 15 adult learners during training programs
Budget Responsibility: Optimize costs associated with internal processes, facility improvements, and training programs
Principal Accountabilities:
- Proficient user of TVA’s Learning Management System, People Gateway, and other TI systems
- Develops and leads the delivery of technically accurate, educationally effective, and regulatory-compliant Emergency Response Training using the Systematic Approach to Training. This training ensures that personnel are adequately prepared to safely and effectively manage emergencies at their respective generation facilities.
- Drives strategic initiatives that tackle complex challenges effectively through participation on various project peer teams.
- Organizes training resources, locations, and delivery to meet TVA goals and standards. Ensures training is conducted consistently and professionally to maximize the return on investment for each training dollar spent.
- Determines priority training topics for their assigned program in collaboration with the relevant organizational business partners.
- Monitor and assess trainee and job performance activities to factor improvements into training, address training expectations in procedures, and provide feedback to assigned organization management regarding needed modifications or procedure changes.
- Provide governance to ensure training is carried out and the applicable procedures are adhered to as intended.
- Prepares required training records accurately and entirely and documents per procedures or processes to attest to adequate personnel training to enable the performance of their job functions.
- Benchmark industry peer's technical training programs for process improvements. Develop metrics to measure the effectiveness of training in assigned emergency response disciplines.
- Performs other duties as assigned such as special projects, peer team support, making presentations, etc.
Minimum Requirements:
Education. — A four-year degree from a regionally accredited college or university or equivalent education, training & experience related to the assigned emergency response discipline area.
Experience. — Minimum six (6) years’ experience related to assigned emergency response discipline; at least two (2) years’ experience working independently and specifically related to the assigned training organization, function, or area; experience working with TVA’s organizational structure, including training agreements and strategies is desirable. Previous instructor experience is desirable.
Certification/License, etc — EMS, HMTO, Firefighting, Confined Space/Technical Rescue certifications
Knowledge/Skills/Abilities — Must be able to communicate effectively with employees and management at all levels. Knowledge of the SAT process, MS Office Suite including ability to produce macros and interactive training is required.
