Description : SUMMARY
Terra-Gen is a growing responsible developer, owner, and operator of utility-scale wind, solar and battery energy storage facilities in California, New York, and Texas. Under the general direction of the Director, NERC Compliance, The CIP Compliance Coordinator manages projects associated with Terra Gen’s NERC compliance program to maintain compliance with all mandatory and enforceable NERC Critical Infrastructure Protection (CIP) reliability standards. This includes, but is not limited to, providing program management support to assigned business areas and external contractors as it relates to regulatory compliance requirements, ensuring appropriate stakeholders and subject matter experts implement the compliance tasks by assigned due dates, and providing support for development and implementation of internal controls for monitoring all NERC CIP compliance activities. The CIP Compliance Manager will develop, implement, oversee, and report on the company-wide compliance programs. They will have direct responsibility implementing NERC CIP policies and procedures and actively support Site Mangers.
The right person for this position is dependable, self-motivated, organized, able to collaborate and communicate effectively in a team environment, take direction and complete tasks in a thorough and efficient manner. They require general supervision to successfully develop, implement, drive, and support the NERC CIP Compliance programs for the renewable energy generation sector (solar, battery energy storage systems and wind).
This role is a full-time hybrid position, working primarily remotely (from home) and making periodic trips to facilities in Southern California (Mojave, Los Angeles, San Bernardino, Riverside County). Over time, there could be additional projects in New York or Texas with periodic travel required to these locations
ESSENTIAL DUTIES AND RESPONSIBILITIES (Other duties may be assigned as needed)
- Lead compliance with all FERC, NERC and WECC Standards under the TGOC NERC Compliance Program for the NERC registered facilities and control centers – through coordination with Wind, PV-BESS and Solar Thermal Operations Management and Site Supervisors, High-Voltage Manager, and Control Systems / SCADA / IT Manager, and NERC compliance consultants to implement and maintain the TGOC NERC CIP Program requirements.
- Coordinate the integration of new projects into the TGOC regulatory compliance program, including the Security Policy and Vendor Vetting Policy for TGOC’s National Security Agreement (NSA).
- Manage the design, construction bid submittal, contractor selection and construction of the Mojave, CA Remote Control Center / Administration Office / Maintenance Shop / Critical Spares storage building(s) – with the contracted project manager, in coordination with the Director – NERC Compliance, Director of PV-BESS Operations, PV-BESS Operations Manager, SCADA / IT Manager, and NERC Compliance consultants.
- Assist with the development, implementation, and maintenance of a NERC CIP Cybersecurity compliance framework for existing Control Centers and new Remote Operating Center (ROC) (Primarily with SCADA / IT Manager).
- Assist with the development, implementation, and maintenance of a NERC CIP Physical Security compliance framework for the Remote Operating Center (ROC) (PV-BESS Operations Manager and Wind Operations Manager).
- Provide training for Terra-Gen personnel on NERC CIP requirements and other related regulatory policies and procedures
- Coordinate the NERC program required training of the Remote Operating Center(s) Operators (SCADA / IT Manager, Wind Operations Manager and PV-BESS Operations Manager).
- Coordinate NERC / WECC agency inspections and record keeping concerning NERC compliance matters.
- Coordination with Director NERC Compliance on conducting self-certifications, spot checks, investigations, issue handling, facilitating reporting and violation mitigation.
- Attend industry meetings and workshops to monitor the development of new and revised NERC standards and requirements and other reliability compliance requirements.
- Promote a culture of compliance and ensure that all personnel comply with all facility permits, regulatory requirements and protocols.
- Perform related duties and responsibilities as assigned by Director NERC Compliance.
- Role is expected to have periodic overnight travel to job sites and meetings.

MINIMUM REQUIREMENTS
Strong knowledge of Microsoft Office suite (Outlook, Excel, Word, PowerPoint, SharePoint, Forms, etc.), intermediate to advanced Excel proficiency required (e.g., pivot tables, formulas, etc.).
Knowledge and understanding of cyber security and physical security industry standards and best practices a plus
Knowledge of NERC O&P and CIP requirements for renewable energy BES facilities.
Demonstrated knowledge of audit principles and compliance program management processes.
Effective interpersonal, verbal and written communication skills. Must be able to work as team member / leader with people of differing backgrounds and experience levels.
Self-sufficient, self-motivated and ability to work under pressure of deadlines.
Highly motivated to work in regulatory and NERC compliance fields and expand their knowledge and experience
EDUCATION and / or EXPERIENCE, KNOWLEDGE
Bachelor’s degree preferably in Computer Science, Management Information Systems, Engineering, Business, Mathematics or other computer-related degree from an accredited four-year college; with 5-10 years of operational and management experience with renewable power generation facilities; or equivalent combination of education and experience.

CERTIFICATES, LICENSES, REGISTRATIONS
Experience working in a regulated environment such as NERC CIP, SOX or NIST. Knowledge of cybersecurity frameworks such as NIST or ISO is a plus.

The posted compensation is the range that we in good faith anticipate relying on when setting wages for this position. We may ultimately pay more or less than the posted range and this range is only applicable for jobs to be performed in California. This salary range may also be modified in the future, depending upon skills, experience, education, and geographical location.
