Job Description:
The Emergency Management Operations Specialist will provide comprehensive support in the areas of Emergency Management and Continuity of Operations (COOP) for the Naval Surface Warfare Center, Port Hueneme Division (NSWC PCD). This includes providing management assistance for the preparation, review, and revision of emergency action plans and disaster preparedness standard operating procedures (SOPs) for the division. The Contractor will also support continuity of operations planning, execution, and documentation. The duties will involve coordination with multiple departments, preparation of key documents, and participation in exercises and real-world events, ensuring effective emergency management and continuity support.
Key Responsibilities:
Emergency Management Support:
- Annual Update of Emergency Action Plans (EAP):
- Review each facility’s floor plan for updates to the locations of first aid kits, fire extinguishers, Automated External Defibrillators (AEDs), and emergency evacuation equipment for personnel with disabilities.
- Assist in preparing draft changes to the EAP for staffing and review.
- Hurricane Preparedness Exercises:
- Lead and assist the division in annual hurricane preparedness exercises, including recording Tropical Cyclone Conditions of Readiness (TCCOR) responses from department disaster preparedness officers.
- Report TCCOR responses to the Division Emergency Manager and assist in coordinating preparedness efforts during actual tropical system alerts.
- Post-Storm Support:
- Record after-action reports post-tropical storms, track corrective actions using the Program Objective and Milestones (POA&M) spreadsheet.
- Capture lessons learned for submission to the Navy Lessons Learned Library.
- Training and Certification:
- Within 90 days of starting, complete the Federal Emergency Management Agency (FEMA) online training courses related to emergency management, including courses such as IS-100.c, IS-200.c, IS-230.e, IS-235.c, IS-700.b, and IS-800.d.
Continuity of Operations Support:
- Space and Asset Management:
- Assist in updating and maintaining space allocations for continuity operations, including ensuring the availability of NIPR and SIPR connections, seating, and lodging at alternate operating facilities (AOF).
- Inventory assets such as Meals Ready to Eat (MREs), water, cots, and radios, and record in an Excel spreadsheet.
- Plan Review and Training:
- Support the annual review and update of the Continuity of Operations (COOP) plan.
- Assist with the training and documentation of training for the Emergency Relocation Staff (ERS) for continuity operations.
- Exercise and Event Support:
- Prepare lessons learned from continuity exercises and real-world events, and submit them to the Navy Lessons Learned Library.
- Maintain a POA&M tracker for corrective actions, ensuring solutions are identified and implemented post-exercise or event.
- Transition Support:
- Provide support to departments during continuity transitions to new operating spaces.
- Training and Certification:
- Within 90 days of starting, complete the FEMA online training courses for continuity operations, including IS-1300, IS-520, IS-545.a, and IS-551.
Required Qualifications:
- Ability to work with classified and unclassified information, up to the SECRET level.
- Proficiency in Microsoft Office tools (Outlook, Word, Excel, PowerPoint).
- Strong communication skills, both oral and written, to collaborate with various levels of personnel.
- Ability to effectively document and track actions and plans using Excel and other tracking tools.
Desired Qualifications:
- Experience in emergency management or continuity of operations planning.
- Familiarity with federal emergency management practices and the Incident Command System (ICS).
