Job Description: Identification Processing Technician
Position Overview: The Identification Processing Technician provides support for the issuance and management of DoD identification cards for military personnel, retirees, dependents, contractors, and other authorized personnel. The contractor will assist the Naval Support Activity Panama City (NSA PC) in processing ID cards and providing related services to the Uniformed Services, civilian personnel, and other eligible individuals. This position requires strong attention to detail, customer service skills, and a working knowledge of DoD systems and regulations.
Key Responsibilities:
- ID Card Services
- Provide identification card services to military personnel (Active Duty, Reserve, Guard), retirees, dependents, and contractors, verified through the Trusted Associate Sponsorship System (TASS).
- Issue, process, and manage Common Access Cards (CACs), Non-CAC ID cards, and related identification cards for eligible personnel in compliance with DoD and AFI 36-3026 regulations.
- Ensure the secure issuance and retrieval of identification cards as required by applicable regulations.
- Data Entry & Verification
- Serve as a Verifying Official for the Defense Enrollment Eligibility Reporting System (DEERS) and Real-Time Automated Personnel Identification System (RAPIDS), ensuring all inputted data is accurate and complete.
- Perform identity verification and eligibility checks in accordance with DoD, OPNAV, and other relevant policies.
- Customer Service Support
- Respond to inquiries regarding ID card eligibility, application requirements, and related DEERS issues via telephone or in person.
- Assist customers with issues related to PIN resets, Public Key Infrastructure (PKI) certificates, and other related updates.
- Security & Compliance
- Ensure that identification cards are processed and managed securely, and report any unauthorized activities or security concerns to appropriate personnel.
- Adhere to Homeland Security Presidential Directive 12 (HSPD-12) and Federal Information Processing Standards (FIPS) 201-1 for identity verification.
- RAPIDS Equipment Management
- Safeguard RAPIDS equipment and ensure it remains in its designated location unless otherwise authorized.
- Lock the RAPIDS workstation when unattended to prevent unauthorized activity.
- Training & Certification
- Complete all required DoD online training and certifications necessary for the operation of DEERS and RAPIDS systems.
- Maintain and update DEERS information in compliance with DoDI 1000.13, BUPERS INST 1750.10E, and other relevant guidelines.
- Administrative Support
- Use Microsoft Office (Outlook, Word, Excel, PowerPoint) and other software tools to manage tasks, communicate with stakeholders, and track work progress.
- Maintain proper documentation for ID card issuance and related processes.
- Additional Duties as Assigned
- Perform other duties as required to support the mission and operational requirements of NSA PC and NSWC PCD.
Required Qualifications:
- General Experience:
- Proficient in oral and written communication to effectively explain entitlements, allowances, and other military-related information.
- Familiarity with Microsoft Office products (Word, Excel, PowerPoint).
- Knowledge of grammar, spelling, and punctuation for preparing accurate documentation.
- Experience operating standard office equipment (computers, copiers, fax machines).
- Specialized Experience:
- At least 1 year of customer service experience.
- Experience in military personnel management, military pay, travel claims, or related HR disciplines. Experience in similar roles within private or other federal agencies may substitute.
- Additional Requirements:
- Favorably adjudicated Tier 3 Background Investigation for access at the Controlled Unclassified Information (CUI) level.
- Ability to maintain confidentiality and adhere to security protocols.
- Ability to work collaboratively with personnel across various commands at NSA PC.
Desired Qualifications:
- Experience working with RAPIDS or DEERS systems is highly desirable.
- Familiarity with military terminology and ID card regulations.
Physical and Environmental Requirements:
- Ability to work in an office environment and use office equipment effectively.
- Occasional lifting of equipment or documents up to 20 pounds.
Government Furnished Equipment/Property/Information:
- The government will provide necessary office space, workstations, and communication tools.
- Access to DoD systems and required software will be provided.
