Job Summary:
The Integrated Risk Management (IRM) Specialist will assist the Naval Surface Warfare Center Panama City Division (NSWC PCD) in implementing and maintaining its Integrated Risk Management and Managers’ Internal Control (MIC) Program. The contractor will be responsible for supporting risk management assessments, corrective actions, training, compliance, and reporting, ensuring that all activities are compliant with the Department of Navy (DoN) regulations and guidelines. This includes working with classified information up to the Controlled Unclassified Information (CUI) level.
Key Responsibilities:
- Annual Plan/Assessable Unit (AU) Inventory Support:
- Update program objectives statements annually.
- Verify and update the inventory of Assessable Units (AUs), currently approximately 50, per NSWC PCD and NAVSEA requirements.
- Verify and update AU Managers for each unit.
- Support development of the IRM/MIC plan based on the above actions.
- Risk Assessment Support:
- Respond to approximately 50 AU Managers’ questions on risk assessments during annual reviews.
- Review and extract key findings from risk assessments for Government review.
- Assist in developing Corrective Action Plans for identified weaknesses.
- Support testing of internal controls for AUs as needed.
- Training Requirement and Support:
- Assist in preparing training content and documenting completion for IRM/MIC Program training.
- Conduct annual group training sessions and initial training for new AU Managers (AUMs) every 2 months.
- Provide make-up sessions for missed training.
- Community of Interest Support:
- Actively participate in monthly IRM/MIC teleconferences and ensure new requirements are captured and scheduled for implementation.
- Compliance Assessment Support:
- Answer AUM questions on the compliance assessment process.
- Track compliance assessments to ensure they meet applicable laws and regulations.
- Identify and report non-compliant assessments to the Government, and ensure corrective actions are developed.
- IRM Assessment Support:
- Assist in conducting internal management reviews of AUs every three years.
- Track AUM input to ensure proper reviews and maintenance of Objective Quality Evidence (OQE).
- Identify corrective action plans for deficiencies noted in reviews.
- Draft internal review reports and recommend actions for improvement.
- Corrective Action Tracking (CAT) Support:
- Maintain the Corrective Action Tracking system to monitor the resolution of identified risks.
- Track and monitor corrective actions from compliance assessments and internal reviews until resolution.
- Integrated Certification Statement (SOA) Support:
- Modify templates for Integrated Certification Statements and Statements of Assurance (SOA).
- Collect and review completed Certification Statements from AUMs and Department Heads.
- Prepare draft Integrated Certification Statements for Government review and submission to NSWC Headquarters.
- IRM/MIC Program Management Records Support:
- Assist with the completion of the File Plan and archive IRM/MIC Program records in compliance with SECNAV M5210.1 CH-1.
- Maintain and organize official IRM/MIC program records using M365 and MS TEAMS.
- Skills, Knowledge, Training, and Experience:
- Strong communication skills, both oral and written.
- Ability to prepare written assessments and identify weaknesses and deficiencies.
- Minimum of two years of experience in Excel, dashboard metrics, developing training materials, and creating PowerPoint presentations.
Required Qualifications:
- Experience in risk management or internal control assessments.
- Familiarity with the Department of Navy (DoN) regulations, such as SECNAVINST 5200.35G, OPNAVINST 5200.25F, and NAVSEAINST 5200.13D.
- Proficiency in Microsoft Excel and PowerPoint.
- Ability to work with CUI level information.
- Strong organizational and documentation skills.
Desired Qualifications:
- Previous experience supporting risk management or internal control programs in a military or defense environment.
- Knowledge of DoN IRM implementation and associated regulations.
This position requires a dedicated individual to contribute to the operational success and compliance of the IRM/MIC Program within NSWC PCD and its associated units.
