Position Overview: The Purchasing & Supply Specialist will provide critical support to the Navy's Operations, Maintenance, and Supply (OM&S) program within the Naval Surface Warfare Center (NSWC) Panama City Division (PCD). The contractor will be responsible for leveraging their knowledge of the Navy Enterprise Resource Planning (NERP) system and the latest Microsoft Office suite (Outlook, Word, Excel, PowerPoint) to generate reports, develop training materials, offer user support, and assist in procurement and supply chain functions. Effective communication with personnel across NSWC PCD will be essential for this role.

Key Responsibilities:

• Data Analysis & Reporting:
• Extract and analyze data from the NERP system to create accurate, detailed reports for NSWC PCD management and staff.
• Monitor and analyze abnormal or trending conditions within OM&S data to identify potential process improvements or corrective actions.
• Presentation & Documentation:
• Prepare clear, concise presentations and spreadsheets to communicate OM&S status to management and staff on a monthly basis.
• Provide comprehensive documentation related to OM&S processes and procedures.
• Training Support:
• Assist in the development, refinement, and localization of NSWC PCD OM&S training programs.
• Support the preparation of training materials and conduct training sessions on the application of OM&S procedures and tools to a variety of personnel across NSWC PCD.
• User Support:
• Provide user support for a diverse group of personnel, including scientists, engineers, logisticians, accountants, supply chain staff, warehouse personnel, and Defense Logistics Agency (DLA) staff, ensuring effective use of the NERP system and related tools.
• Quality Assurance & Procurement Support:
• Perform quality assurance tasks to support the creation of Procurement Requests (PR) and associated Key Supporting Documents (KSDs).
• Assist with research and identification of frustrated material, ensuring proper documentation and financial accounting.
• Records Management:
• Archive official records in accordance with SECNAV M-5210.1 CH-1 guidelines, utilizing the Navy’s prescribed records management system.
• Customer Acquisition Group Support:
• Support the Customer Acquisition Group by creating Unique Material Masters, extensions, and Requirement Forms based on customer-provided information.
• Research and identify OM&S and General equipment using mandatory sources like One Touch and Haystack, collaborating with customers to ensure accuracy.

Qualifications & Skills:

• Education & Experience:
• A Bachelor’s degree in Supply Chain Management, Business, Logistics, or a related field is preferred.
• Experience working with the Navy Enterprise Resource Planning (NERP) system and/or supply chain management is highly desired.
• Familiarity with the latest Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), with advanced proficiency in Excel.
• Technical Skills:
• Strong proficiency in NERP system and ability to extract and analyze data.
• Experience in creating detailed reports and presentations.
• Strong analytical skills for process analysis and improvement.
• Communication Skills:
• Excellent written and verbal communication skills to effectively interact with a wide range of personnel.
• Ability to prepare clear and concise reports, presentations, and training materials.
• Additional Requirements:
• Ability to work independently and as part of a team.
• Attention to detail and a high level of accuracy in all aspects of work.

This role is essential for ensuring that the NSWC PCD’s OM&S program runs efficiently, supporting effective procurement, supply chain management, and training initiatives across various stakeholders.
