Job Description: Workforce Development Specialist
Position Summary: The Workforce Development Specialist will support the NSWC PCD Workforce Development (WFD) Branch within the Human Resource (HR) Office. This position requires a candidate with expertise in workforce development systems, training administration, data management, and the use of various Microsoft applications. The role will involve supporting training programs, assisting with strategic workforce planning, providing administrative and technical support for various programs, and managing system-based tasks related to workforce development and training compliance.
Key Responsibilities:
- Program Support & Guidance:
- Provide support to the Panama City Division University (PCDU) Program Manager, NSWC Panama City’s Mentoring Program, and Workforce Development Director.
- Assist in assessing future workforce development programs, strategies, and systems.
- Offer “how-to” guidance on systems like Waypoints, Total Workforce Management System (TWMS), and the Human Capital Center website via phone, email, or in person.
- Employee Records & Development Plans:
- Help update and modify employee transcripts and Individual Development Plans (IDPs) as necessary.
- Monitor mandatory training requirements and provide updates on delinquent statuses, generating reports using relevant systems (Waypoints, TWMS, and Human Capital Center website).
- Training Event Management:
- Schedule, maintain, and manage virtual and in-person training events, including rosters, wait lists, and reports.
- Ensure timely reporting and distribution of rosters and final attendance data to relevant personnel (e.g., PCDU Program Manager, Contracting Officer Representative).
- Support New-Hire Onboarding and First Friday Foundation for Supervisors events, including managing sessions in Microsoft Teams and updating the HR SharePoint site.
- Strategic Workforce Support:
- Assist in strategic planning, workforce shaping, and quality meetings to identify training needs and trends.
- Contribute to an annual workforce development needs assessment, analyzing trends in IDPs, business plans, and other organizational inputs.
- Provide administrative support for Government-led training programs such as Defense Acquisition University (DAU) PCDU.
- Document Control & Data Management:
- Manage document control for new-hire onboarding forms and processes within HR SharePoint and Waypoints.
- Ensure accurate data entry and report generation using systems like TWMS, Waypoints, and other Government platforms.
- Maintain the Employee No-Show spreadsheet to track training attendance and trends.
- Technical Support:
- Provide technical and administrative support for audiovisual and communication capabilities during WFD course offerings.
- Monitor and update supervisory training compliance, ensuring records are current in all relevant systems.
- Evaluation & Reporting:
- Collect, analyze, and report on course evaluations and survey results to the WFD Program Manager.
- Attend WFD Branch meetings and contribute to ongoing discussions related to workforce development initiatives.
Qualifications:
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, Tableau) is required.
- Familiarity with workforce management systems such as Waypoints, TWMS, and Human Capital Center is preferred.
- Strong organizational, communication, and data management skills.
- Ability to manage multiple tasks and deadlines in a dynamic work environment.
- Experience with training event scheduling, record-keeping, and report generation is preferred.
Work Environment:
- The Workforce Development Specialist will work in a collaborative office setting within the NSWC PCD Workforce Development Branch, supporting various workforce initiatives and training programs.
