What are the responsibilities and job description for the Controller position at Texarkana Water Utilities?
Manages all activities of the accounting division including but not limited to general and budget ledger maintenance with corresponding subsidiaries, daily cash management, investments, financial and management reporting, accounts payable, payroll, and purchasing. Reviews and revises accounting procedures for a complex accounting system comprised of eight separate entities in accordance with management directives, corresponding principles and regulations. Assists the Finance Director with preparation of the annual budget.

Works under the direct supervision of the Finance Director.
SUPERVISION EXERCISED
Responsible for supervision of finance department staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES

· Responsible for monitoring fund balances for all accounts.
· Responsible for review of all financial, payroll, audit and/or other departmental reports, work papers, or schedules before final submission to the Finance Director.
· Responsible for tracking and purchasing investments in accordance with the City’s investment policy, while ensuring TWU follows PFIA.
· Oversees positive pay for various banks, initiates ACH transactions as well as initiates wires for debt service or other required transactions. Prepares bank transfers along with required documentation as needed.
· Assists the Finance Director in preparing financial statements, as well as other accounting and financial reports for internal and external use.
· Provides technical support to Finance personnel as needed related to accounting or required reporting.
· May be required to attend Council meetings, Board meetings, and workshops.
· Helps collect data and handle various requests from external auditors.
· Responsible for maintaining, creating and revising departmental policies and procedures to ensure TWU accounting practices align with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Government Finance Officers Association (GFOA)
· Reviews, evaluates and reports any deficiencies in internal controls to the Finance Director with recommendations for immediate corrections.
· Assists in preparation of annual budget which consists of various worksheets, debt schedules, analysis of revenues and expenditures as well as gathering and organizing data. Will review and revise the personnel schedule for any budgetary changes as authorized by the Finance Director
MINIMUM QUALIFICATIONS
Education and Experience:
· Graduation from an accredited four-year university with a degree in accounting, finance, or business administration, with a concentration in accounting (minimum of twelve accounting hours)
· One to Three years supervisory experience.
· Good verbal and written communication skills.
Necessary Knowledge, Skills, and Abilities:
· Working knowledge of governmental accounting principles and practices.
· Ability to perform varied accounting computations accurately; ability to communicate effectively verbally and in writing; ability to establish successful working relationships; ability to work under pressure and/or frequent interruptions.
SPECIAL REQUIREMENTS
Certification as a Certified Public Accountant (CPA) and/or Certified Government Finance Officer is desired.
