GENERAL DESCRIPTION:
Performs complex (journey-level) legal secretarial work. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Works independently and may routinely assist other staff in performing job duties of greater complexity and drafts, edits, and proofreads documents.
ESSENTIAL JOB FUNCTIONS (EJFs):
(40%) Prepares, reviews, and edits documents.
- Assists with hearing preparation and drafting legal documents for hearings.
- Organizes trial and hearing materials.
(20%) Develops, coordinates, and oversees the maintenance of record-keeping and filing systems.
(15%) Prepares responses to open records requests.
(15%) Interprets rules, regulations, policies, and procedures for the agency, staff, and the general public.
- May perform legal and background research.
(10%) May attend legal meetings, such as client interviews, hearing, or depositions, and take notes.
- Performs related work as assigned and may provide guidance to others.
MINIMUM QUALIFICATIONS:
Graduation from a standard senior high school or equivalent is generally preferred.
AND
- Three (3) years of experience working in an office environment.
- Experience drafting, proofreading, and editing documents.
OR
Graduation from an accredited college or university and experience drafting, proofreading, and editing documents.
PREFERRED QUALIFICATIONS:
- Experience conducting research and knowledge of Westlaw research tools.
- Experience in research and working with the Texas Alcoholic Beverage Code.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge
Knowledge of legal practices and terminology; and of spelling, punctuation, sentence structure, and grammar.
Skills
Skilled in the use of a computer and Microsoft Word.
Abilities
Proofread spelling, punctuation, sentence structure, and grammar.
Communicate effectively.
Excellent attention to detail and organizational skills.
Edit and prepare documents.
Maintain confidential and sensitive information.
REGISTRATION, CERTIFICATION OR LICENSURE REQUIREMENTS:
Possess a valid Texas driver’s license.
PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
This position is eligible for hybrid in-person/telework assignment. The selected applicant will be required to work in the office at least three days a week until training is complete, and the selected applicant has demonstrated competency and the ability to work independently.
The selected applicant’s in-person work schedule will be reevaluated at that point. For telework, the selected applicant must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams and other applications during regular business hours.
This position functions in a standard office environment. Must be able to move about the office to access file cabinets, office equipment, etc. Must be able to communicate and exchange accurate information via telephone, computer and in person. Must be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines. Required to work as a team member, and work with sensitive and confidential information.

- The Texas Alcoholic Beverage Commission reserves the right to adjust compensation based upon legislative mandates in regard to TABC's and/or an employee's contribution to the Employees Retirement System. In compliance with Senate Bill 321, agencies that hire a person who has retired from the Employees Retirement System (ERS) or the Law Enforcement and Custodial Officers Supplemental Fund (LECOS) on or after September 1, 2009 are required to remit a surcharge each month the return-to-work retiree is employed. Candidates meeting these requirements will be offered a lower base salary to cover the surcharge.
