Provides supervision and case management services to sexually violent predators that have been Civilly Committed to a sex offender treatment program under the Health and Safety Code, Chapter 841. Conducts monitoring and surveillance on clients through global positioning satellite tracking and/or electronic monitoring. Coordinates services for clients that have been civilly committed and enforces all conditions and terms of the civil commitment. Provides comprehensive coordination and dissemination of information concerning the functions of the program to public entities. Coordinates with multiple agencies regarding the treatment and supervision of clients. Continuously researches and develops resources to meet the client needs. Maintains a positive, solution-oriented attitude and models the same to clients. Work is performed with limited supervision with extensive latitude for the use of initiative and independent judgment. May be housed in a facility. Performs other job related duties as assigned. Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Conduct interviews with clients that have been committed to the sexually
violent predator treatment program, and ensures compliance with all court commitment orders.

Prepares affidavits and reports as required, investigates violations of the order of commitment and takes appropriate action for non-compliance.

Coordinates and communicates with law enforcement taskforces during the
execution of a warrant and apprehension of a sexually violent predator.

Monitors the adjudication of alleged
violations through the judicial process. Prepares legal documents and other reports for judges, attorneys and
the court system. Communicates and coordinates with the prosecution unit and monitors pending civil commitment trials and providing testimony when required. Provides judicial recommendations regarding civil
commitment status.

Completes required documentation within specific time frames.

Installs and provides monitoring and surveillance on clients tracked by Global Positioning Satellite (GPS) Systems. Audits and investigates client’s locations compared to GPS tracking. Orders and ensures GPS equipment inventory is accurate. Collaborates with other professionals involved with the client. Coordinates interagency case management.

Conducts face to face field visits to client's location, including home residence. Communicates and coordinates with multiple agencies. Documents all contacts with clients or collateral contacts related to the client utilizing a database, and all pertinent facts and events concerning the client. Documents referrals, correspondence, and any and all other pertinent information. Assists clients with referrals, including sex
offender treatment and medical or mental health treatment.

Coordinates and/or provides transportation of sexually violent predators. Coordinates substance abuse testing and investigates results. Assists in the training of contractors that provide services to civilly committed clients. Conducts investigations on residence
plans and coordinates schedule activities for clients. Performs as liaison for the civil commitment program.

Must respond to emergency situation and/or alerts at all times.

Assists in interpreting state statutes, rules and regulations. Assists in composing policy and procedure, and rule revision regarding the civil commitment
program.

Disseminates public information about the program, and provides training when required. Promotes human resource development through on-going training and assists in training new contracted treatment providers. Assists with the completion of program analysis, special reports and briefing materials for
presentation at board meetings.

Research and compose information to be placed on the Internet web page relating to the civil commitment program. Performs additional duties as assigned at the request of the Director or the Board.
Knowledge Skills Abilities:
Knowledge of probation, parole, case management supervision techniques and guidelines. Knowledge of sex offenders, violent offenders and psychopaths. Knowledge of sexual violence, sexual assault cycles and behavioral profiling. Knowledge of sexual assault victim issues. Knowledge of sexual offender laws including but not limited to laws pertaining to the registration and child safety zones. Knowledge of sex offender treatment, global positioning satellites and/or electronic monitoring . Knowledge and skills of/in providing case management services. Knowledge in preparing/planning and coordinating meetings and trainings. Skill in coordinating case management services Skill in gathering, assembling, correlating, and analyzing facts and devising solutions to administrative problems. Skill in dealing with sex offenders and violent offenders. Skill in dealing with mental professionals and courts. Skill in conducting interviews with clients and witnesses. Ability to organize and complete work in a timely fashion. Ability to work productively and cooperatively with various professional disciplines, advisory committees, and board members in all disciplines and express ideas clearly and concisely. Ability to communicate effectively both verbally and in writing, and to use word processing skills. Ability to prepare comprehensive and accurate reports, and to work effectively with a variety of individuals and groups. Ability to interpret state statutes, rules and regulations. Ability to testify in Civil, Administrative, and District Courts. Ability to conduct and/or review complaints regarding violations. Ability to work independently with extensive latitude for independent judgment. Ability to meet strict guidelines and work on multiple projects with rapidly changing priorities.

Registration or Licensure Requirements:
Must possess a valid Texas Driver’s License. Must provide proof of liability insurance on the vehicle that will be used while on duty.

Initial Selection Criteria:
Bachelor's Degree in Criminal Justice, Sociology, Psychology or a directly related field from an accredited
college.
