GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
The Human Resources Generalist, Human Resources Division, performs advanced (senior-level) work and is responsible for processing Family Medical Leave Act and Americans with Disabilities Act compliance, managing employee benefits, processing personnel transactions, developing workforce reports, assists onboarding new employees, verifying employment compensation and eligibility, documenting prior state service, processing special leave programs and back up for employee relations. Assists with facilitating wellness programs and coordinating service and retirement awards. Additionally, the generalist creates training curriculum and trains employees in Human Resources and various topics, acts as the State Comptroller’s CAPPS user, and submits service requests. Reports to the Human Resources Director and works under limited supervision with considerable latitude in the use of initiative and independent judgment.
ESSENTIAL DUTIES
Provides assistance to employees with the Family Medical Leave Act (FMLA) procedures.
Facilitates the FMLA process and reviews documents, determines eligibility and tracks employees on FMLA leave.
Provides managers/employees assistance with FMLA; including advising on eligibility criteria.
Serves as the subject matter expert and be agency’s liaison to the Employee Retirement System.
Coordinates with Employee Retirement System (ERS) regarding employee insurance coverage. Provides employees assistance with benefits enrollment including insurance, retirement, TexFlex, and Deferred Compensation.
Organizes benefits open enrollment activities. Presents benefits information to new employees.
Coordinates with the payroll department to ensure payroll impacting actions are addressed. Reconciles insurance discrepancies.
Processes the Leave of Absence Without Pay, State Parental Leave, Paid Parental Leave, Sick Leave Pool, Military Leave, and other special leave. Reviews health care provider certification information and ensures consistency in application of the special leave programs.
Assists with facilitating New Employee Orientation. Processes Immigration and Naturalization I-9 forms, completes entry into the E-Verify system and ensures the agency is compliant with federal laws and regulations.
Conducts entry of new-hire data in ERS and Centralized Accounting Payroll/Personnel System (CAPPS), including employee status changes, and all personnel transactions in CAPPS and accesses historical data in Uniform Statewide Payroll/Personnel System (USPS) and Human Resources Information Systems (HRIS; PeopleSoft).
Conducts prior state service verifications and updates systems accordingly. Provides prior state service verifications to requesting state agencies.
Assists with processing requests for reasonable accommodation under the Americans with Disabilities Act (ADA).
Assists with processing employee relations matters.
Assists with facilitating the hiring process, coordinates and/or prepares job requisitions; updates applicant information in CAPPS Recruit; conducts applicant screening for minimum requirements; conducts thorough review of selection packets ensuring compliance with state law and TxDMV policies and procedures.
Develops reports, analyze data and provide customers with accurate and useful information.
Serves as an agency wellness representative and assist with various wellness activities and/or campaigns.
Assists with HR related programs and special assignments/projects for service awards and events.
Assists with the State of Texas Employee Charitable Campaign (SECC) including the planning, coordination, and reconciliation of pledges.
Assists with the employee offboarding process.
Creates curriculum and delivers training as a Human Resources subject matter expert on various topics including ADA, FMLA, Performance, Discipline, and Risk Management for leadership.
Develops and delivers skills training such as customer service, effective communication, teamwork, emotional intelligence, effective decision-making skills and other topics.
Creates learning objectives, course outlines, instructional materials, training aids, manuals, and other materials. Reviews training materials and recommend revisions or changes in scope, format, and content.
Uses a variety of modern instructional methods, techniques and formats in the creation of training materials (role playing, simulations, team exercises, group discussions, videos, and lectures).
Delivers instructor-led training, facilitates workshops and meetings in-person and virtually, in Austin or with a TxDMV Regional Service Center.
Travels up to 10% of the time by vehicle (may include flying).
May include overnight travel, working extended hours, some evenings, and/or weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs other job-related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of human resources management; human resources programs regarding employment, employee relations, benefits, workers’ compensation, organizational development; federal, state, and local laws and regulations governing personnel activities.
Skill in oral and written communication, using a computer, human resources information systems, related software applications, handling multiple tasks and prioritizing, and problem solving.
Ability to communicate effectively; explain policies and procedures to staff and the public, maintain confidential and sensitive information, develop and analyze human resources processes, and establish and maintain effective working relationships with applicants, employees, and the general public.
MINIMUM REQUIREMENTS
Education and Experience
Bachelor's degree from an accredited college or university or the U.S. equivalency thereof.
Four (4) years’ Human Resources experience with a minimum of two (2) of those years in the State of Texas, Human Resources’ recent experience
Additional related experience may be substituted for education on a year per year basis.
(Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)
PREFERRED REQUIREMENTS
Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) and/or
Society of Human Resources, SHRM or SHRM-CP.
TRAVEL
May travel up to 10% of the time.
REGISTRATION, CERTIFICATION AND/OR LICENSURE
A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
