GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Performs highly complex consultative and technical activities in support of management-related programs and projects geared towards motor vehicle crime prevention for the Texas Department of Motor Vehicles, Vehicle Titles, and Registration Division. Serve as a liaison between the Vehicle Titles and Registration Division and the Motor Vehicle Crime Prevention Authority for motor vehicle crime prevention initiatives. Work also involves research, legislative analysis, and planning, developing, and implementing department programs. Work requires contact with departmental managers, high-level executives, and private entities and involves coordinating the development of local, regional, or state projects and programs. May train others. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES

  • Collect, research, and analyze data required in the development of projects, initiatives, and programs.
  • Develop methodologies and specifications for department projects, initiatives, and programs.
  • Serve as subject matter expert acting as an advisor to internal and external stakeholders on administrative, technical, and regulatory aspects of projects, initiatives, and programs.
  • Develop and evaluate policies and procedures for the implementation and administration of projects, initiatives, and programs and measures progress.
  • Develop business requirements, proposals, and studies.
  • Research policy issues proposed legislation, regulations, or rules to determine impact; and make recommendations.
  • Consult and communicate with other divisions, agencies, and stakeholders.
  • Conduct comprehensive reviews of statutes, rules, and or policies and prepare research for division and executive management.
  • Recommends and coordinates activities to produce more effective programs. Assist with preparing and monitoring performance measures.
  • Perform comprehensive reviews of literature, statutes, rules, and/or policies; and prepares administrative reports, studies, and specialized research projects.
  • Conduct training and provide guidance in the development and integration of new or revised methods and procedures.
  • Assist in developing program policies, procedures, standards, and manuals in accordance with program objectives and goals.
  • May analyze the application of and variations within programs to develop action plans for improving or initiating new programs.
  • Evaluate research findings relative to specific projects being developed.
  • Review program area functions and operations, identify areas needing change, and develop plans to improve programs or to address areas of concern.
  • Brief senior staff and executive staff as requested.
  • Research, summarize, and document research in writing reports.
  • Travels up to 5% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
  • Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
  • Performs other duties as assigned.
Qualifications


MINIMUM
REQUIREMENTS

Education and Experience

  • Bachelor's degree from an accredited four-year college or university.
  • Two (2) years' experience in research, legislative analysis, planning, developing and implementing a program for an organization or experience with motor vehicle crime prevention programs or strategies.
  • Additional related experience may be substituted for education on a year-per-year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

ADDITIONAL INFORMATION

This position is eligible for remote work in the state of Texas (subject to change). Must attend meetings/training at headquarters in Austin, Texas as required by management.

  • Remote work location is in a quiet environment free of background people and noise during business hours.

REGISTRATION, CERTIFICATION AND/OR LICENSURE

A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
