GENERAL DESCRIPTION: Perform highly advanced (senior-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Overseeing the design, setup, and maintenance of the Texas Law Enforcement Telecommunication System (TLETS) and DPS network, ensuring security, reliability, and scalability. Manage telephony systems, including contact centers, and ensure accurate billing for data and voice circuits. Lead network inventory and budgeting, ensuring equipment tracking and support agreements are up to date. Additionally, ensure compliance with regulations, supervise staff, and collaborate with stakeholders and vendors to meet project goals. Supervises the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES:
1. Plan, organize, schedule, coordinate and control the work supporting large-scale enterprise level information systems. Review and evaluate the status of projects and work.
2. Monitor and evaluate staff performance to assure compliance with departmental policies, standards, documentation requirements and established objectives.
3. Plan and implement action programs to attain required objectives within the limits of allocated resources and distributes and coordinates staff assignments to accomplish the projects and tasks.
4. Evaluate knowledge base and skill level of section staff and establishes appropriate training curriculum and monitors progress.
5. Oversee the establishment of goals and objectives consistent with department needs and allocated resources.
6. Participate in the development of long-term staffing plans in conjunction with their management staff.
7. Direct the collection and compilation of data for management reports, budget preparation and grant requests and controls section expenditures according to allocated budgets and grants.
8. Participate in the development of vendor contracts in support of Information Technology (IT) implementations. Also participates in the development of project business cases, including scope development and high-level work estimates.
9. Participate in the selection of candidates for employment as a member or chair of selection interview boards.
10. Communicate directly with various divisions and services within the department, with other agencies of the state and of subdivisions throughout the state to coordinate activities of section personnel.
11. Analyze and evaluate the impact of new statutes and regulations on Agency network capabilities, coordinating with Department managers to identify and develop cost models for new technology.
12. Serve on various committees within the department, with other agencies and with national groups to integrate Information Technology (IT) activities with other systems as needed to gain maximum value from combined systems.
13. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
14. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from an accredited four-year college or university with a Bachelor’s Degree in Information Technology, Information Management, Computer Science, or a related field is required.
Experience –
Minimum of seven (7) years’ experience performing supervisory/management work including providing clear direction to subordinates; promoting teamwork and motivating others to accomplish goals.
Minimum of seven (7) years’ of experience with administration, maintenance, and design of Cisco VoIP solutions is required.
Experienced with implementation and support of 24x7x365 network, voice, and video environment.
Minimum of five (5) years’ experience managing a networking team in a highly complex environment.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – Information Technology (IT) Certifications are a plus. Must possess a valid driver license from state of residence.
Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership skills – Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.

Technology – Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint) and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.
- Extensive knowledge of information system principles design and operations that support a highly complex geographically dispersed computing environment.
- Working knowledge of large-scale enterprise level information system concepts capabilities, and limitations.
- Working knowledge of business analysis and/or system analysis and design, project management methods and practices.
- Working knowledge of modern principles of management and effective practices and methods of decision making and problem solving in a complex environment.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
