GENERAL DESCRIPTION:

Perform highly advanced (senior-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Plan, assign, and supervise the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES:

1. Plan, organize, schedule, coordinate and control the work supporting large-scale enterprise level information systems. Review and evaluate the status of projects and work.

2. Monitor and evaluate staff performance to assure compliance with departmental policies, standards, documentation requirements and established objectives.

3. Plan and implement action programs to attain required objectives within the limits of allocated resources and distributes and coordinates staff assignments to accomplish the projects and tasks.

4. Evaluate knowledge base and skill level of section staff and establishes appropriate training curriculum and monitors progress.

5. Oversee the establishment of goals and objectives consistent with department needs and allocated resources.

6. Participate in forecasting trends and long-term planning for the department; implements long-term plans and uses non-traditional, creative approaches to resolving problems.

7. Participate in the development of long-term staffing plans in conjunction with their management staff.

8. Direct the collection and compilation of data for management reports, budget preparation and grant requests and controls section expenditures according to allocated budgets and grants.

9. Participates in the development of vendor contracts in support of IT implementations. Also participates in the development of project business cases, including scope development and high level work estimates.

10. Participate in the selection of candidates for employment as a member or chair of selection interview boards.

11. Communicate directly with various divisions and services within the department, with other agencies of the state and of subdivisions throughout the state to coordinate activities of section personnel.

12. Analyze and evaluate the impact of new statutes and regulations on department and IT activities and coordinates with Department managers to identify and develop cost models for new technology.

13. Serve on various committees within the department, with other agencies and with national groups to integrate IT activities with other systems as needed to gain maximum value from combined systems.

14. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

15. Perform other duties as assigned.


Qualifications


GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from an accredited four-year college or university with a Bachelor’s degree in Information Technology, Information Management, Computer Science, or a related field.

Experience –
Minimum of five (5) years' experience managing/supervising an enterprise Windows and Linux Environment.
Minimum of three (3) years managing a Hybrid Cloud environment.
Minimum of seven (7) years managing/supervising an enterprise SAN/Server team.
Minimum of seven (7) years managing/supervising a highly virtualized environment.

Licensure and/or Certification – Must possess a valid driver license from state of residence.

Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

  • Ensure client satisfaction through regular surveys, and service reviews with key stakeholders across multiple geography locations.
  • Skill in the application of administrative principles, rules, regulations and personnel management practices.
  • Skill in the motivation of employees and in the application of leadership principles.
  • Ability to select, develop, organize and effectively manage the efforts of technical teams to attain established objectives within the constraints of limited resources, changing technology laws rules and regulations.
  • Ability to plan and implement ongoing and special projects and to effectively direct their progress to assure provision of maximum efficiency and effectiveness to the Department and other using agencies within the limits of allocated resources.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

  • Extensive/Documented knowledge in operations that support a highly complex geographically dispersed computing environment.
  • Work at a strategic level with Agency business and technology owners, and other key stakeholders to understand complex business needs and recommends business-focused technology solutions.
  • Working knowledge of large-scale enterprise level information system concepts capabilities, and limitations.
  • Identifies and implements the measurement and reporting of Key Performance Indicators (KPls) and other metrics required for the base lining and continuous improvement of IT infrastructure, operational, and project performance.
  • Working knowledge of modern principles of management and effective practices and methods of decision-making and problem solving in a complex environment.
  • Considerable knowledge of business practices, budget preparation, management and mathematics.
  • Considerable knowledge of Cloud based solutions/offerings.

Schedule and/or Remote/Telecommuting Work and/or Travel – Availability for after-hours, weekends, holidays, and emergencies work is required as needed. Travel statewide as needed.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
