Under the general direction of the Manager for the Tobacco, Asthma, and Cancer (TAC) Branch in the Health Promotion and Chronic Disease Prevention Section, serves as the Team Lead (Program Specialist VI) of the Texas Asthma Control Program (TACP). Performs highly advanced (senior-level) program planning, development, implementation, and management of TACP activities. Provides technical assistance to program staff, internal and external partners, and leadership on all topics related to asthma. In consultation with the TAC Manager, assigns work to other team members. Supports statewide implementation of cross-cutting approaches to address asthma control using evidence-based strategies. Leads grant application, implementation, management, reporting, and evaluation activities. Develops contract scopes of work, monitors contractor activities and budgets, ensures contract activities are conducted and reviews for quality, and provides technical assistance to contractors. Oversees and supports the Texas Asthma Control Collaborative (TACC) and its workgroups to implement strategies identified in the Strategic Plan for Asthma Control in Texas. Develops and reviews educational materials on evidence-based best practices and approaches for asthma control for a variety of audiences. Consults with stakeholders, oversees and monitors contracts, and implements directives and projects designed to promote delivery of evidence-based services and education on a statewide level for people with asthma. Assists management and section leadership with completing division and section level assignments. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Due to the work of the TAC Branch, the person filling this position must not use tobacco products (combustible or non-combustible) or electronic nicotine delivery devices.
Essential Job Functions (EJFs)
(20%) Serves as Team Lead for the TACP. Oversees advanced programmatic work to support the planning, development, implementation, and strategic direction of TACP, including coordination of daily and long-term activities of program staff, preparing and evaluating budget requests, reporting requirements and evaluation of programmatic activities and impacts. Establishes program goals and objectives, and develops activities, schedules, priorities, and standards for achieving them. Implements and manages advanced special project initiatives funded through general appropriations, cooperative agreements, or other funding sources. Evaluates and identifies program needs and opportunities for improvement as well as implementation of quality improvement efforts.
(20%) Leads development of federal grant applications and continuation applications, activities, deliverables, budgets, work plans, projects, and progress reports. Identifies priorities for the federal grant and works with TACP staff and contractors to achieve the aims of the federal grant and of the TACP. Leads routine meetings with the Centers for Disease Control and Prevention’s National Asthma Control Program. Oversees TACP contracts and contractor activities. Identifies potential contractors and develops contracts, including writing scopes of work, budgets, and deliverables. Monitors contracts, provides technical assistance to contractors and staff as needed, and ensures appropriate and complete spend down of contract funds.
(20%) With the TACP Partnership and Outreach Coordinator, provides guidance, facilitation, and technical assistance to the TACC and its workgroups with regard to meetings, special reports, educational and outreach materials, data requests, and other projects. Works with program staff for logistical planning as well as development of agendas and minutes. Organizes and documents activities. Promotes TACC activities and membership to partners and the public. Ensures that the TACP and TACC work toward the goals of the Strategic Plan for Asthma Control in Texas.
(20%) Serves as a subject matter expert on asthma as well as policy, system, and environmental changes for internal and external workgroups, committees, and legislative inquiries or initiatives. Works collaboratively with other programs in the Health Promotion and Chronic Disease Prevention Section to identify best practices and areas for improvement of chronic disease related community and clinical services. Responsible for analyzing and implementing asthma-related legislation and providing information and recommendations on possible policy impacts to TACP, DSHS, and public health. Exercises independent judgment about consulting with legal counsel and leadership regarding programmatic efforts or issues as well as when to notify Government Affairs about discussions of legislative relevance.
(15%) Develops program materials, reports, briefings, fact sheets, publications, and other documents and ensures compliance with Section and Division policy. Prepares and presents information at meetings, conferences, and trainings. Speaks to community and professional groups to coordinate, improve, and stimulate interest in and to secure support for TACP initiatives and asthma control work. Gathers and interprets information to identify best practices for the program and makes recommendations to the TAC Branch Manager. Collaborates with other TAC program staff to streamline and standardize program procedures across the Branch. Ensures compliance with program and agency policies and procedures, state statutes, and rules; and initiates corrective action when required.
(5%) Performs other duties as assigned, including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.
