Brief Job Description

Under the general direction of the Maternal and Child Health Director, the Maternal Mortality and Morbidity Operations Manager oversees daily operations and staff of the Maternal Mortality and Morbidity Branch. Responsibilities include responding to stakeholder inquiries, planning, implementing, and evaluating activities of the branch. Daily duties involve management and oversight of sensitive and confidential mortality and morbidity record reviews and support of the Maternal Mortality and Morbidity Review Committee. Oversees and participates in the writing of maternal mortality and morbidity grant applications, deliverables, renewals, work plans, performance measures, budgets, and progress reports. Work is performed with moderate supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs)

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(40%) Supervises and manages Maternal Mortality and Morbidity Operations Branch staff. Work includes overseeing daily operations of the branch, identifying staff development and training requirements, performance monitoring and conducting performance evaluations, approving leave, recommending, and approving merit increases, counseling staff as needed, interviewing, and selecting individuals for hire, and providing ongoing guidance and leadership in staff work efforts. Oversees the establishment goals and objectives; developing and approving schedules, priorities, and standards for achieving goals; and managing evaluation activities. Provides leadership so that program activities are integrated with other interagency initiatives and activities and are in alignment with and work to achieve agency, state, and national goals and objectives.

(30%) Responsible for planning, implementing, and evaluating activities such as managing oversight of sensitive and confidential mortality and morbidity record reviews and management and support of the Maternal Mortality and Morbidity Task Force as described by statute. Responsible for confirming Task Force's activities follow the quality improvement cycle, including translation of findings into actionable recommendations and implementation of programming to support recommendations. Manages and monitors program and task force operations and contracts to include analyzing clinical files, data and trends to identify strengths and areas needing improvement and confirms legislative compliance. Recommends and implements strategies for improvement including policy revisions and public health program changes. Provides consultation, training, and technical assistance with stakeholders.

(15%) Oversees the development, review, revision, and implementation of maternal mortality and morbidity legislation, reviews, tracks, and prepares analyses of state and federal legislation relevant to maternal mortality and morbidity. Developing and evaluating budget requests, monitoring budget expenditures, and adjusting as necessary.

(10%) Oversees and participates in the writing of maternal mortality and morbidity grant applications and renewals as needed. Manages activities to meet deliverables, work plans, and performance measures. Establishes and monitors grant budgets. Develops applicant review tools, evaluates funding proposals, and makes recommendations for funding. Monitors progress on work plan objectives and activities.

(5%) Coordinates and/or participates in special projects, as assigned. Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Responsible for reporting on Title V Block Grant performance measures as assigned and relevant to this position.

Knowledge, Skills And Abilities (KSAs)

Knowledge in supervision of employees such as hiring, staff development, evaluation, and counseling of employees, and identification and implementation of maternal mortality and morbidity activities.

Knowledge of public health practice and of the laws and ordinances governing public health operations.

Knowledge of integrated data management systems for the identification and monitoring of records.

Knowledge of quality improvement strategies and analysis to provide models for care performance improvement.

Knowledge of managing programs and committees.

Knowledge of the state of minority health and the social determinants of health that may disproportionately populations.

Knowledge of principles of social marketing.

Knowledge of principles of adult education.

Skill in program monitoring and evaluation.

Skill in data collection using statistical principles to create numerical or graphical representations of data trends or task force findings.

Skill in interpreting meaning from data collected and conveying that meaning to internal and external stakeholders.

Skill in integrated data management systems for the identification and monitoring of records.

Skill in researching, analyzing, compiling, and disseminating information.

Ability to interpret policies, procedures, health care regulations and legislation.

Ability to plan, assign and monitor the work of others.

Ability to develop and maintain effective working relationships with diverse groups, including peers, internal and external stakeholders, customers, and clients.

Initial Screening Criteria

Graduation from an accredited four-year college or university in a related field such as public health, health sciences, public administration, psychology, health education, or community health required. Master’s degree in public health or a related field such as health sciences, public administration, psychology, health education, or community health preferred.

A minimum of 2 years’ experience working in the field of maternal and child health or similar program with a public health perspective.

A minimum of 2 years’ experience in supervision of employees including hiring, staff development and evaluation, counseling, and identification and implementation of human resource activities.

Experience in program planning and management.
