Brief Job Description
Under the general direction of the Program Manager for the Texas HIV Medication Program (THMP), works independently and collaboratively to plan, develop, design, coordinate, implement, conduct, and evaluate training programs, workshops and special projects on HIV database application software and processes. Develops, revises and provides training and educational materials and support to DSHS-funded HIV/STD contractors and THMP participating pharmacies with a focus on HIV database application software and processes. Coordinates with DSHS software application administrators and unit staff to ensure regional needs are covered in training. Serves as the training liaison for Administrative Agencies to coordinate training needs assessments and assist contractors in obtaining desired training and technical assistance (TA) through referral or customized curriculum or TA development.
Essential Job Functions (EJFs)
Plans, develops, coordinates, implements, delivers, and evaluates training programs and technical assistance for DSHS, contractors, subcontractors, participating pharmacies, and other stakeholders to ensure an understanding of applicable laws and regulations; data hygiene processes; reporting requirements; maintaining system access; and security and privacy policy compliance. (25%)
Assists in development, collection, writing, testing, teaching, and dissemination of use cases and functional test plans for current software application. (25%)
Conducts needs assessments and delivers customized courses in response to needs identified by stakeholders. Maintains and updates content for live and on-line courses. Prepares or assists in the development of correspondence, memorandums, grant applications, budgets and related reports, policies and procedures. (15%)
Acts as training liaison with Administrative Agencies to coordinate training needs assessments and assist subcontractors in obtaining needed training and technical assistance through referral or customized curriculum. (10%)
Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)
Knowledge, Skills And Abilities (KSAs)
Knowledge of: software application functionality, functional application testing and test plan creation; best practices in application development; research methods used in developing assessment tools, curricula and program evaluation; adult education principles, principles of public health and program planning; audio, visual and software needs to produce and deliver curricula; and quality assurance and improvement techniques.
Skill in: software application training; translation of technical information into user-friendly language; case development; facilitation and training; curriculum development; clear and effective oral and written communication with application users of varying skill and knowledge; and developing and maintaining effective working relationships with staff, contractors, and other organizations.
Ability to: disseminate information to network of users; write and manage intranet content for application group; research and write curriculum; contribute to agency policies; plan and organize work; adapt presentations to meet various audience sizes and knowledge levels; define specific goals and objectives to prioritize work; develop, implement and evaluate policies and procedures; apply and interpret government policies, procedures, laws and standards; identify problems and create logical solutions; analyze and interpret data; and effectively set up training rooms.

High school graduation or GED required. Bachelor’s degree with coursework in computer science, public health, social work, healthcare, or business administration strongly preferred. Education and work experience can be substituted for one another on a year-for-year basis

Must be able to move at least 20 pounds to set up training rooms (move tables, chairs, boxes of training materials, and audio visual equipment) with or without accommodations.
