Brief Job Description

Oversees the processing of registrations to ensure compliance with applicable public health laws and regulations. Performs advanced technical review and evaluation of new, renewal applications and amendments to produce certificates of registration for medical and industrial x-ray, and laser facilities, and service providers to ensure compliance with state and federal regulations. Performs detailed technical review and approves facility policies, operating, emergency and safety procedures and personnel qualifications to ensure safe operation of x-ray and laser devices to minimize danger to the operator and the public. Prepares and approves correspondence. Provides highly technical information to applicants, the regulated community and the public concerning x-ray and laser registration policies and procedures, and radiological health requirements. Provides guidance and interpretation of state and federal regulations and procedures. Participates in the formation and revision of registration policies and procedures. Reviews and comments on proposed radiation control regulations and regulatory guides. Participates as a leader or team member of various projects when requested. Actively participates or serves in a supporting role to meet the agency's obligations for disaster response and recovery or Continuity of Operations (COOP) activation including nuclear emergency response drills, exercises, and actual response to accidents. Such participation may require an alternate shift pattern, assignment, and/or location. Works under limited supervision with considerable latitude for the use of initiative and independent judgement. Other duties as assigned.

Essential Job Functions (EJFs)

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

30% Performs independent review of x-ray and laser registration applications to produce certificates of registration for new applications, renewals, and amendments. Evaluates and approves detailed technical facility policies, operating and safety procedures to ensure safe operation of x-ray and laser devices to minimize danger to the operator and to the public. Determines when additional information is necessary and corresponds with the registrant to obtain information and clarification. Prepare and approves correspondences and certificate of registration documents based on regulatory requirements. Approves applications and updates information in the Versa database. Solicits unregistered facilities based on information obtained in FDA 2579s, Reports of Sale, or other correspondence.

30% Coordinates with internal and external stakeholders on public health issues and monitors program to address and mitigate identified issues. Stays informed of current and emergent x-ray and laser technologies. Responds to inquiries and provides highly technical guidance to the regulated community, the public, and agency staff, concerning radiation and laser safety, regulatory requirements, and registration procedures. Instructs administrative staff in completion of work as assigned to produce registration documents, monitors work for quality assurance and proofreading for errors. Assumes full responsibility for document accuracy.

20% Uploads all reviewed and approved application documents into OnBase for electronic storage, ensuring naming conventions are accurate. Uses various computer applications, such as Versa, Microsoft Word, Excel, SharePoint, Outlook and Adobe Pro.

10% Evaluates and approves detailed technical facility policies, operating, emergency and safety procedures, and accelerator shielding calculations to ensure safe operation of x-ray and laser devices to minimize danger to operators and to the public. Authorizes mobile x-ray and laser, and laser light show operations, temporary use of industrial x-ray machines, reciprocity recognitions, and healing arts screening programs.

5% Performs advanced technical review of accelerator shielding to determine adequacy prior to authorizing operation. Performs technical review and analysis of operating, safety and emergency procedures for accelerators and therapeutic radiation machines. Participates in the development of policies and procedures and revision of regulations, regulatory and technical guidance documents for use by radiation staff, applicants, registrants, and the public. Reviews and comments on proposed radiation control regulations and regulatory guides. Coordinates registration actions with other divisions of the radiation control programs. May accompany local inspectors in the field to enhance knowledge of radiological procedures and practices and remain informed of emergent technology. May participate in enforcement actions as an independent technical reviewer. Attends formal training and short courses as available and as directed.

5% Other duties as assigned to include but not limited to actively participating and/or serve in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation including nuclear emergency response drills, exercises, and actual response to accidents. Such participation may require an alternate shift pattern, assignment, and/or location.

Knowledge, Skills, And Abilities (KSAs)

Knowledge of: state and federal regulations pertaining to radiation control and safety; various types of lasers, intense pulse light sources (IPL), and other nonionizing radiation devices and their operation, including industrial, medical, educational, and laser safety equipment and precautions for those devices; principles of radiation and laser safety protection; various types of ionizing radiation devices and their operation; function, design and operation of equipment used in radiation detection or measurement; English language sufficient to communicate orally in person and by telephone, as well as to compose correspondence and write comprehensive technical and regulatory reports.

Skilled in: technical writing and business communications; reading, analyzing, and interpreting complex applications, regulations, and regulatory requirements; verbal communication of complex technical material; the use of computers and computer applications.

Ability to: plan, assign, and supervise the work of others while maintaining effective interpersonal relationships; communicate technical information at various levels of understanding; make sound technical judgments and analyze new situations when encountered; interpret and assess radiation shielding designs and radiological and statistical data; use Microsoft Office programs; use Adobe programs; establish priorities in workload and meeting deadlines with minimal supervision; interpret laws and regulations; apply health physics and other scientific principles; train others.

Registrations, Licensure Requirements Or Certifications

None

Initial Screening Criteria

Meeting at least one of the following three (3) criteria is required; the hiring supervisor cannot consider any applicant that does not meet one of the required criteria for this position; experience and education may be substituted for one another (15 semester hours = 6 months’ experience):

  • Associate degree or bachelor’s degree in a physical science or health-related field from an accredited two- or four-year college or university or
  • Current or previous ARRT Certification as a Radiologic Technologist with at least two years’ experience or
  • Current or previous MRT Certification as a Radiologic Technologist with at least two years’ experience.

Preferred Required

The following seven (7) criteria are generally preferred but are not required; the hiring supervisor may consider any applicant that does not meet any or all the generally preferred criteria for this position, and may give preference to an applicant that meets one or more of the generally preferred criteria:

  • Experience in the last 5 years operating radiation machines in a clinical setting
  • Experience applying laws, rules, policies, and procedures relating to governmental regulation
  • Experience as a state or federal inspector
  • Experience as a Radiation Safety Officer (RSO) or Laser Safety Officer (LSO)
  • Experience in a health physics position
  • Experience in a regulatory/quality control position in a regulated industrial, educational, or medical industry
