Legal Division

GENERAL DESCRIPTION:

Performs entry-level to routine legal work. Reports to and takes day-to-day guidance and workflow assignments from the Single Family Document Manager and the Deputy General Counsel. Work involves examining and preparing real estate-related documents, working with real estate professionals, assisting as needed to assure timely loan closings, and rendering legal advice and counsel regarding real estate transactions, agency contracts, and procurements. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

SPECIFIC JOB RESPONSIBILITIES:

  • Prepares and reviews agency program-related documents including reserve account agreements, single family residential mortgage loan documents, single family real estate, and multifamily real estate transactional documents;
  • Reviews program-related contract templates, contracts and contract amendments;
  • Prepares and reviews foreclosure documents and documentation for purchase of Real Estate Owned (REO) properties;
  • Identifies information needed and coordinates its gathering from various sources as required to complete real estate transaction and loan documents;
  • Provides advice on corporate governance documents;
  • Assists Public Information Coordinator as needed;
  • Other duties as assigned.

Qualifications

EDUCATION/EXPERIENCE:

  • Licensed to practice law in Texas, and in good standing with the State Bar of Texas;
  • Experience performing supervised legal work in the field of contracts and/or real estate;
  • Prefer top half of law class;
  • Prefer Law Review or American Jurisprudence (top grade) awards or similar academic honors
  • Prefer experience reviewing and drafting commercial transaction documents including contracts, checklists, due diligence and funding documents.
  • Prefer experience organizing or reviewing Texas business organizations and corporate structures;
  • Prefer experience with Texas single and/or multifamily residential real estate transactions;

KNOWLEDGE, SKILLS AND ABILITIES:

  • Prefer knowledge of accepted practices, procedures used in real estate transactions;
  • Prefer knowledge of federal grant and loan programs;
  • Prefer skill identifying and researching corporate law issues;
  • Ability to draft real estate transactions and loan documents in a fast-paced environment;
  • Ability to work efficiently, effectively and courteously with in-house and outside counsel and other real estate professionals;
  • Ability to work well with others and resolve interpersonal issues

PHYSICAL REQUIREMENTS:

  • This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.
  • The employee must be able to lift and/or carry up to 15 pounds. Must be able to push and/or pull up to 15 lbs

OTHER:

Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
