Community Affairs Training & Technical Assistance
GENERAL DESCRIPTION:
Performs advanced (senior-level) consultative services and training and technical assistance work. Work involves planning, developing, and implementing Community Affairs Division programs and providing consultative services and training and technical assistance to program staff, other governmental agencies, community organizations, or the general public. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
SPECIFIC JOB RESPONSIBILITIES:
- Responsible for becoming fully knowledgeable of federal and state regulations regarding the Low Income Home Energy Assistance Program (LIHEAP) and Dept of Energy (DOE) Weatherization Assistance Program (WAP), the LIHEAP Community Energy Assistance Program (CEAP), and the Community Services Block Grant (CSBG).
- Assists with the development of plans and other program documents pertaining to the Community Energy Assistance Program (CEAP), Community Services Block Grant (CSBG), and the Weatherization Assistance Program (WAP).
- Oversees the performance of a variety of technical, training, research, planning, policy, program assessment, and administrative activities for Community Affairs programs.
- Monitors Subrecipient performance reports and recommends appropriate changes.
- Consults with public and private agencies involved in Community Affairs programs to resolve problems, identify training needs, and discuss program effectiveness.
- Analyzes internal processes within Community Affairs programs, and works to develop action plans to improve processes if/when applicable.
- Analyzes the Texas Administrative Code to develop recommendations for policy and programmatic issues relating to the implementation and improvement of Community Affairs programs.
- Collects, organizes and analyzes program data to identify trends, develop appropriate instructional strategies and measurable learning objectives, and resolve operational problems.
- Develops and implements effective techniques for evaluating agency programs.
- Prepares various written materials (e.g., policies, procedures, best practices, FAQs, standards, manuals) that are clear and concise.
- Performs specialized research projects and surveys.
- Develops website resources to assist Subrecipients in the administration of their programs.
- Provides help and assistance with training and technical assistance to Subrecipients on how to operate efficient and effective
Community Affairs programs within required guidelines.
- Provides telephone customer service assistance to program applicants.
- Complies with all applicable safety rules, regulations and standards.
- Adheres to all Department policies and procedures.
- Performs other related duties as assigned.
- Travel required is up to 50%.
EDUCATION/EXPERIENCE:
- Graduation from a two or four year college or university is preferred.
- Experience working in a government or social service agency planning, developing and implementing an agency program is preferred.
- Experience and education may be substituted for one another.
KNOWLEDGE, SKILLS AND ABILITIES:
- Capable of independent work, teamwork, and of exhibiting leadership in accomplishing a specific task amidst other team and Department demands.
- Strength in data collection, organization and analysis is required.
- Ability in assessing the effectiveness of training.
- Clear, concise and effective verbal and written communication.
- Ability to prepare reports; to analyze data; and to interpret laws and regulations.
- Ability to work with multimedia development applications (e.g., virtual platforms, learning management systems, etc.).
- Ability to work with others and frequently interact with Department employees and management and to maintain a good working relationship with grantor and subrecipient agencies’ staff.
- Skill in the use of GoToMeeting and GoToWebinar virtual meeting platforms
- Self-starter, highly motivated, capable of working collaboratively under pressure.
- Must have the ability to learn and be trained.
- Must have an interest and desire to work in the government sector with federal poverty-related programs.
- Must possess a valid State of Texas driver’s license.
- Must be proficient in the use of Microsoft Office Word, Excel, Outlook, and PowerPoint
PHYSICAL REQUIREMENTS:
- This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.
- The employee must be able to lift and/or carry up to 25 pounds. Must be able to push and/or pull up to 25 lbs.
OTHER:
Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
